An First Information Report (FIR) has been registered against an Additional Director of the Capital Development Authority over allegations of illegally transferring a residential property worth Rs. 40 million using a fake no-objection certificate (NOC).
According to police officials, the case was registered at Abpara Police Station against Anwar-ul-Haq, Additional Director Land and Rehabilitation at the Capital Development Authority.
The FIR was lodged on the complaint of Malik Muhammad Kashif, who stated that he purchased a house worth Rs. 40 million in Sector I-10/4 and got it transferred through the CDA’s one-window operation.
According to the FIR, a fake NOC was allegedly issued by the accused officer to facilitate the transfer. The complainant later discovered that the property was not legally transferable, and the NOC had allegedly been issued following financial dealings involving millions of rupees.
The FIR further stated that after the alleged payment was received, the Additional Director later cancelled the property transfer, resulting in the complainant suffering a financial loss of Rs. 40 million.
The complainant maintained that the entire transaction was carried out through fraudulent means.
Police records show that the case has been registered under FIR number AAB 1 6 2026 45, and an investigation has been initiated.
Sources said that similar allegations of receiving illegal payments have previously been made against the same officer.
Members of the business community have also reportedly raised complaints with the CDA Chairman Office, but no action had been taken prior to the registration of the FIR. Officials said further legal proceedings would depend on the outcome of the investigation.
