Strict Guidelines Issued Against Kite Flying in Rawalpindi

Senior police official has issued a 37-point guideline to ensure strict enforcement of the ban on kite flying across Rawalpindi. Under the instructions, police will immediately register cases against anyone found violating the ban.

The guidelines also require owners of high-rise buildings, kite sellers, and record holders within police station jurisdictions to submit surety bonds confirming that they will not facilitate kite flying or engage in related activities.

The directives instruct police to install steel wires on all flyovers and place CCTV cameras on the rooftops of high-rise buildings to strengthen monitoring. Police will also increase surveillance at city entry and exit points, including courier companies and post offices, to prevent the transportation and sale of kites and kite strings.

Following the orders of Acting Regional Police Officer Rawalpindi Khalid Hamdani, SSP Operations Malik Tariq Mehboob circulated the instructions to divisional SPs, circle DSPs, and station house officers.

The guidelines state that the Punjab government has imposed a complete ban on kite flying. Despite the ban, authorities note that kite-related activity increases each year ahead of Basant. To prevent kite flying and aerial firing, police have been directed to take preventive measures well in advance.

Police officers have also been instructed to launch public awareness campaigns in coordination with local elders, traders’ associations, religious figures, and political representatives. Warning banners will be displayed on major roads, shopping areas, and crowded locations, while announcements will be made through official police channels and mosque loudspeakers.
