The Federal Board of Revenue (FBR) has excluded the Defence Housing Authority (DHA) from the notified valuation tables of residential and commercial immovable properties in the Islamabad Capital Territory (ICT) and increased property valuation rates by 15 to 75 percent in other areas of the federal capital.
In this regard, the FBR issued Notification SRO. 163(I)/2026 on Monday.
Sources told ProPakistani that the valuation rates for the Defence Housing Authority (DHA) will continue to be applied as per the previously notified values, while a separate notification will be issued for Rawalpindi, where property valuations will be revised and enhanced.
According to the notification, the revised valuations were finalized in consultation with real estate agents operating in the federal capital.
The FBR has replaced the valuation tables notified earlier under SRO.2392(I)/2025 with new tables issued through SRO.163(I)/2026, thereby superseding the previous notification.

Open in new tab Earlier, under SRO.2392(I)/2025, the FBR had substantially increased the values of residential and commercial immovable properties in Islamabad to align them with prevailing market rates. However, following strong objections from stakeholders, the FBR suspended the notification until January 31, 2026.
Subsequently, the FBR issued SRO.163(I)/2026 on Monday, introducing revised valuations.
Under the new notification, the FBR has determined fair market values of immovable properties for various areas of Islamabad. The value of residential and commercial superstructures has been fixed at Rs. 3,000 per square foot for buildings up to five years old, and Rs. 1,500 per square foot for structures older than five years.
For rural areas of the Islamabad Capital Territory, property valuations will be determined as notified by the Additional Deputy Commissioner (Revenue) or District Collector, Islamabad. In case of any discrepancy between valuation rates for a particular area, the higher of the two values will apply.
So D.H.A Islamabad is actually not a part of either Islamabad or Rawalpindi.
Hypocrisy at it’s best….we say that rules should be the same for everyone but keep our eyes shut when DHA and it’s likes (Fauji Foundation etc) are concerned.
Then they say why the the common man hates us. (sic)
Why, why, why, and why not for DHA? Any logical response? Damn FBR and damn this givernment’s policies.

This is not fair as only DHA given waiver
They basically want DHA to be the only player now hence the crackdown against bahria and now this exemption from further tax.
In Pakistan there is always a discrimination in each and every thing,is there any legal reasons for this, general public therefore are against the govt, decision and also hate the leaders and decision makers,Allah help the general public of Pakistan
DHA has evaded tax since ages. The land belongs to Pakistan. It should be taxed equally as the rest of the country. IMF should look into this.
