Lawmakers have suggested imposing fixed electricity charges on protected consumers after the introduction of new solar net metering regulations.
The proposal was presented during a hearing on the Power Division’s request for a revised electricity tariff, held under the chairmanship of National Electric Power Regulatory Authority (NEPRA) Chairman Waseem Mukhtar.
During the hearing, officials proposed fixed charges for both protected and non-protected domestic consumers, along with a plan to reduce cross-subsidies in the power tariff structure.
Officials from the Power Planning and Monitoring Company informed NEPRA that fixed charges, which were previously applicable only to non-protected consumers using more than 300 units per month, are now being proposed for protected consumers as well.
Under the proposal, protected consumers using up to 100 units per month would face a fixed charge of Rs. 200, while those consuming up to 200 units would be charged Rs. 300 per month.
For non-protected consumers, a fixed charge of Rs. 275 has been proposed for usage of up to 100 units per month, and Rs. 300 for consumption of up to 200 units. Consumers using up to 300 units would face a fixed charge of Rs. 350, while those consuming between 301 and 400 units would be charged Rs. 400.
The proposal also suggests increasing fixed charges for non-protected consumers using 401 to 500 units to Rs. 500. Fixed charges for consumption of 600 units are proposed to be increased by Rs. 75 to Rs. 675.
Meanwhile, fixed charges for consumers using up to 700 units are proposed to be reduced by Rs. 125 to Rs. 675, while charges for consumers using more than 700 units are proposed to be reduced by Rs. 325 to Rs. 675.
NEPRA is expected to review the proposals before determining the revised tariff.

I am at a loss to understand what is fixed charges. Is it a fine or penalty to be an electricity user in Pakistan. Govt/ Nepra should announce a tariff why hide behind fixed charges.

NEPRA has made it a rocket science. Their incomptenence is clearly visible even to the blind. NEPRA had made the cost calculation a rocket science spending numerous man hours and tax payers money on these incompetent officials. They have never talked about the free units consumed by the NEPRA officials and the rest of segments of the society enjoying free electricity units. Whats thier stance on theft and line losses ? this is where they are mute. I only pray that Allah help the people trying hard to earn a living working hard and with honesty.
NEPRA you are pushing the people toward electricity theft. Electricity is not a luxary its a necessity for God Sake make some sensible policies and let the people live with dignity and honesty.
Very good decision. Countries with this amount of quantum already moved to net billing since long. This will effect only those who have excessive installed capacities. Fixed charges is a small amount covering the capacity charge component.
what is fixed charges it should be explained in urdu language for the reason that every citizen is not educated and doesn’t have knowledge to read and write English but every citizen is a consumer of every electric company or provider and pay the heavy amount of bills every month without knowing and understanding the captions of charges for what he is paying for ….The present government is putting heavy burdens on poor citizens of Pakistan , when the consumption of a poor person is very low and a very small amount of charges is shown in the bill but the amount of extra taxes and unknown charges are more than the consumption amount …The poor people are avoiding to use extra electricity and expecting for low amount bill but the government NEPRA department is allowing these power supply companies to rise every extra charges without any reason and for this permission the NEPRA officials accept biggest amount of bribe money from those electricity generator companies …So it is requested to NEPRA please take necessary action and reduce the extra charges amount for consumers using upto 200 Units electricity , no extra charges should be charge , now in these hand to mouth days and jobless people are not able to pay their utilities bills , every day by day crime is rising and it’s becoming very hard for the future of our next generation to face ..
Gov just finding out the ways to grab money from local public to enhance their budget expenses nothing else. They don’t even think about the common public interest. Plz ALLAH save us from these culprits.

Why don’t they revise policy for IPPs, just like they have revised policy for net metering (solar system users).
Load shedding is better than costly electricity.
If they revise the policy for IPPs then they don’t have to buy expensive electricity. Also, revise policy of giving free units, like WAPDA employees, VIPs etc.
Pakistanis tirelessly chant this department zindabad that department zindabad, but when it comes to serve and protect the interests, no department or so called institution ever stood with the people, they all work for their domestic and foreign corporate masters.
