NADRA Introduces Nishan Pakistan to Strengthen Secure Identity Verification

In exercise of its statutory mandate under Section 7 of the NADRA Ordinance, 2000, the National Database and Registration Authority (NADRA) is authorized to establish, maintain and operate a national database and to provide identity verification services to government bodies and regulated private sector entities for lawful purposes.

Pursuant to this mandate, and in line with its evolving legal and regulatory framework particularly the NADRA (Data Sharing) Regulations, 2025 and the NADRA (Identity Verification) Regulations, 2026 NADRA has launched Nishan Pakistan (NP), a unified digital platform designed to modernize and standardize identity verification services across Pakistan’s digital ecosystem.

Earlier, identity verification services were provided through fragmented and largely manual or semi-digital processes, requiring multiple touchpoints between NADRA and service-consuming entities.

Onboarding of government departments and regulated private organizations involved lengthy documentation, repetitive approvals and siloed access mechanisms, often resulting in delays and inconsistencies with limited transparency and traceability.

To address these challenges, NADRA has introduced Nishan Pakistan, a dedicated web-based portal that serves as a single digital gateway for government entities and regulated private organizations to onboard, subscribe and access NADRA’s identity verification services in a secure, efficient and compliant manner.

Under Nishan Pakistan, verification services are now delivered through a completely digital, standardized, and regulation-driven process, ensuring lawful access, accountability and enhanced data protection.

Through Nishan Pakistan, digitally on-boarded entities including banks, microfinance banks, electronic money institutions (EMIs), non-banking financial institutions (NBFIs), telecommunication companies and other regulated organizations can securely access multi-biometric verification APIs (Fingerprint and Facial Recognition), Verisys (Demographic and identity verification services), Proof-of-Life API and Single Sign-On (SSO) for secure system access.

Each registered entity is enabled to verify customer identity information efficiently while ensuring purpose limitation, proportionality, and data minimization, as required under NADRA’s regulatory framework.

Launched under the Government of Pakistan’s Digital Economy Enhancement Project (DEEP), Nishan Pakistan is particularly valuable for government departments implementing social welfare and public service programmes, where timely and accurate identity verification is critical. It also supports private sector organizations that rely on secure, reliable, and compliant citizen verification.
