Panama Opens Permanent Residence for Long-Term International Students

Panama has announced a landmark immigration change, offering long-term international students a clear path to Permanent Residence (PR) for the first time.

Previously, foreign students in Panama could only hold temporary one-year permits, renewed annually, with no route to PR.

Under a new decree, students who have studied in Panama for over six consecutive years can now apply for a student-based permanent residence category.

Applicants must provide either certification from a Panamanian educational institution confirming six years of study or proof of holding temporary residence permits for educational purposes for more than six years, issued by the National Immigration Service.

Eligible students first receive a two-year provisional residence permit, after which they can apply for full permanent residence.

Minor applicants under 18 must have applications submitted by both parents, one parent with written authorization from the other, or a legal guardian, aligning with Panama’s family and immigration laws.

The new policy recognizes the long-term academic contributions of international students, allowing them to continue building careers and lives in Panama beyond temporary student status.

Immigration experts advise applicants to review their documents carefully to ensure eligibility.
