PTA Reveals Top Mobile Networks of Q4 2025

Pakistan’s major cellular mobile operators delivered mixed results across services and cities in the fourth quarter of 2025, according to a new benchmarking report released by the Pakistan Telecommunication Authority (PTA) in collaboration with Opensignal.

The report is based on more than 1.25 billion measurements collected from real smartphone users across 161 districts over a 90-day period (Oct 1 – Dec 29, 2025). It evaluated five key user experience metrics: download speed, upload speed, video experience, games experience, and time on network.

The national average download speed across all devices was 18.60 Mbps, increasing to 30.80 Mbps on high-end devices. Average upload speed stood at 5.59 Mbps. The average video experience score was 44.44 out of 100, while games experience averaged 40.26. Users were connected to mobile networks 93.64 percent of the time on average.

Download/Upload Speed Winner

At the national level, Zong 4G ranked first for both Download and Upload Speed Experiencem reports. Jazz secured the runner-up position in both categories, while Telenor ranked fourth.

Download Speed: Zong 4G led with 18.24 Mbps, followed by Jazz at 17.58 Mbps. Telenor recorded the lowest at 6.55 Mbps. Upload Speed: Zong 4G also topped this metric with 7.09 Mbps, with Telenor again at the bottom with 2.27 Mbps.

Even Performance Between Cities

City-level analysis across ten major metropolitan areas showed intense competition, particularly between Jazz and Zong 4G.

Download Speeds: The top spot was evenly split. Jazz ranked first in 5 cities (Islamabad, Rawalpindi, Peshawar, Quetta, and Faisalabad), while Zong 4G led in the other 5 (Lahore, Karachi, Multan, Hyderabad, and Gujranwala). The highest city-level download speed was recorded in Quetta by Jazz (20.61 Mbps) and Multan by Zong (20.63 Mbps).

Video Experience

City-level analysis showed a tight race between Jazz and Zong 4G for download speeds:

• Zong 4G ranked 1st in Lahore, Karachi, Multan, Hyderabad, and Gujranwala.
• Jazz ranked 1st in Islamabad, Rawalpindi, Peshawar, Quetta, and Faisalabad.

The highest city-level download speed was recorded in Quetta (20.61 Mbps) and Multan (20.63 Mbps).

Gaming Performance Winner

Ufone proved to be the undisputed choice for gamers, ranking 1st in 9 out of 10 cities, including major hubs like Islamabad, Karachi, and Peshawar. Zong 4G managed to secure the top spot only in Lahore.

For network availability, measured as “Time on Network,” Zong 4G was the clear nationwide winner, leading in all 10 cities analyzed. Zong 4G users were connected 96.47% of the time on average nationally. In Lahore, Zong 4G achieved an impressive 97.82% availability.

PTA noted that Opensignal’s methodology is based on real-world user experience rather than controlled network tests, reflecting actual conditions faced by consumers while using everyday mobile applications.
