The Capital Development Authority (CDA) has issued a formal notice to the sponsors of Ghouri Town Phase-7 located along Islamabad Highway in Islamabad, directing immediate action against alleged illegal development and construction activities.
The notice, issued under multiple provisions of the CDA Ordinance 1960 and ICT Zoning Regulations, states that unauthorized housing scheme development and building construction were observed during a site inspection conducted by the Regional Planning Wing.
According to the order dated February 24, 2026, officials reported that construction of structures and land development works were being carried out in violation of zoning and building control regulations. The authority has directed the project sponsors to demolish or remove the illegal structures and stop the use of land within 15 days.
The notice warns that failure to comply will result in enforcement action, including demolition through the use of force with assistance from law enforcement agencies, with recovery of demolition costs from the sponsors.
The CDA also requested the Deputy Commissioner Islamabad to instruct the concerned magistrate to ensure compliance with directives linked to the judgment of the Islamabad High Court in multiple intra-court appeals. Additionally, the Tehsildar ICT has been asked not to entertain land registration or mutation processes related to the illegal structures or land use connected to the housing scheme.
Further directions have been issued to various CDA formations, including enforcement, building control, and municipal administration departments, to initiate legal proceedings against the sponsors under relevant provisions of the ICT Zoning Regulations and CDA Ordinance.
Authorities have also been instructed to monitor the site to prevent encroachments and to take environmental action under applicable environmental and landscape preservation laws.
Utility providers including Islamabad Electric Supply Company, Sui Northern Gas Pipelines Limited, and Pakistan Telecommunication Company Limited have been requested not to provide service connections to the illegal structures. The CDA has also directed that public awareness be ensured by restricting advertisements of private housing projects lacking prior approval from the authority.
