The federal government has introduced fixed charges for all three-phase electricity consumers, including households and businesses with solar systems, which will appear in this month’s bills, 24NewsHD reported on Wednesday.
Under the new structure, consumers with an approved load of five kilowatts will pay a minimum fixed charge of Rs1,687, while charges increase incrementally based on load, up to Rs5,062 for a 15-kilowatt connection. Fees for loads above 15 kilowatts will rise further.
The move is expected to significantly impact private housing societies and solar system users. NEPRA approved the changes, which coincide with the rollout of the “Solar Consumers Regulations 2026.”
The updated framework replaces net metering with a net billing system for new solar consumers, removing the unit-for-unit adjustment and setting a purchase rate of Rs11 per unit for surplus electricity. Existing solar users will continue under the previous regime.

Time to go off grid. They think such ridiculous measures will help address capacity charges. Rather than renegotiating the ridiculous contracts with the IPPs most of which are owned by these politicians and their supporters, they want to reduce solar users benefits. Why don’t you just simply tax the sun and get it over with.
