CII Chairman Explains Difference Between Zakat and Sadaqa

Council of Islamic Ideology (CII) Chairman Dr Raghib Naeemi said there is a fundamental difference between Zakat and voluntary charity (Sadaqa), stating that Zakat is governed by clearly defined rules in Islamic law while Sadaqa may be given freely in any amount.

In an interview with Express News, Dr Naeemi said Islamic teachings clearly specify the amount of Zakat and the categories of people who can receive it, while Sadaqa is voluntary and can be offered in different forms to help those in need.

He said charity is not limited to financial assistance and may also be given in the form of clothing, essential goods, books for students, or equipment and machinery to help someone earn a livelihood.

Dr Naeemi said the Holy Quran mentions eight categories of people eligible to receive Zakat, including the poor, the needy, people in debt, and those working in the cause of Allah.

He said Zakat should only be given to individuals who qualify under Islamic law and added that good deeds performed with wealth earned through unlawful means are not accepted by Allah.

According to him, giving charity or Zakat from illicit income brings no reward and may instead become a cause of sin.

Dr Naeemi also pointed to a growing trend where some people accept assistance simply because it is distributed free of cost even though they may not be deserving. He said those giving Zakat should verify recipients so that the funds reach those who truly qualify.

He added that financially well-off individuals should not receive Zakat, although voluntary charity may be accepted if needed. He also advised people to avoid giving Zakat or charity to professional beggars and instead help individuals who are in need but do not ask others for assistance.
