Quebec Introduces Temporary Work Permit Extension for Foreign Workers

Quebec has introduced a temporary policy allowing certain foreign workers to apply for an additional employer-specific work permit valid for up to 12 months, offering relief to those waiting for their permanent residence applications to be processed.

The measure aims to prevent skilled workers from losing their legal work status while authorities review their applications under the province’s immigration selection system.

In Quebec, the permanent residence process typically occurs in stages. Applicants first seek provincial selection, which leads to the Quebec Selection Certificate (CSQ). After receiving the certificate, they can proceed to the federal permanent residence stage.

However, many workers face a challenge when their work permits expire before the province completes the selection process. The new policy addresses this issue by allowing eligible applicants to extend their work authorization for up to one year with the same employer.

Eligibility Criteria

To qualify for the temporary work permit extension, applicants must meet the following conditions:

• They must have applied under the Quebec Skilled Worker Selection Program (PSTQ).
• They must have received an invitation to submit an Application for Permanent Selection (DSP) from Quebec authorities.
• Their employer-specific work permit must expire between March 13, 2026, and December 31, 2026.
• The existing work permit must have been issued under either the Temporary Foreign Worker Program or the International Mobility Program.

Application Process

Eligible workers must submit their applications online through Immigration, Refugees and Citizenship Canada (IRCC).

Authorities have set December 31, 2026, as the final deadline to apply for this temporary permit extension.

Canadian officials also confirmed that applications submitted under this policy will receive expedited processing, although exact processing times have not yet been announced.
