The Federal Board of Revenue’s (FBR) Anti-Benami Initiative (ABI) has confiscated three immovable plots in Islamabad, valued at Rs. 60 million, as part of its ongoing crackdown on benami (proxy-owned) properties.
The confiscation was carried out by the ABI Zone-I, Islamabad, following information that certain plots were registered in the names of proxy owners. Investigations revealed that the management committee of a housing society had allotted plots to individuals who could not demonstrate the financial capacity to own properties worth millions of rupees.
Notices were issued to the registered owner, who failed to provide evidence of sufficient financial resources to purchase the expensive properties. Subsequently, the FBR’s Benami Zone-I, Islamabad, took possession of three plots in Islamabad: Plot No. 238 (corner), measuring 520 square yards; Plot No. 495 (corner), measuring 600 square yards; and Plot No. 515 (corner), also measuring 600 square yards.
All ownership rights and titles of the properties now fully vest in the federal government, following confiscation orders issued by the Benami Transactions Adjudicating Authority. The investigation determined that the registered owner was not listed with the FBR and lacked the means to acquire the properties, establishing them as fictitious or front owners rather than actual beneficiaries.
Under Confiscation Order No. 01 of 2026, dated February 20, 2026, and issued by Bench-I of the Adjudicating Authority in Islamabad, the properties were confiscated under Section 25 of the Benami Transactions (Prohibition) Act, 2017. The Commissioner of Benami Zone Islamabad enforced the order, taking peaceful possession of the plots with assistance from local police.
Signboards have been installed at the sites, declaring the properties confiscated and now vested in the federal government under the Benami Transactions (Prohibition) Act, 2017.

If an Housing Society is involved, FBR should have blacklisted it. The real question regarding Benami Property is :
” If a transaction has been carried out with proper documentation including the copy of CNIC, how could FBR name it as Benami? . To my mind, it is a valid immovable asset, even if the owner has failed to respond the Legal Notice for providing an evidence of the Funds. The FBR, however, could levy a penalty plus Income Tax as per rules. Secondly, there is a possibility of misappropriation at a later stage because either such properties be placed on open Auction OR the same should be regularised through a court.
