Electricity Bills Shock as Billing Formula Changed for Solar, Ordinary Consumers

Electricity consumers across Pakistan are facing a sharp rise in power bills following a major change in tariff structure approved by the National Electric Power Regulatory Authority (NEPRA), triggering widespread public concern.

Under the revised tariff system, fixed charges will now be calculated based on a consumer’s sanctioned electricity load rather than actual electricity consumption.

The new tariff was approved by NEPRA at the request of the federal government and came into effect in January 2026.

Previously, fixed charges were imposed only on domestic consumers using more than 300 electricity units per month, ranging between Rs. 200 and Rs. 1,000. However, under the new framework, fixed charges will apply to all domestic consumers except lifeline users, even if their electricity consumption remains low.

According to details, fixed charges across different consumer slabs have been revised upward, ranging from Rs. 200 per kilowatt to as high as Rs. 675 per kilowatt per month.

The change means even low-consumption households will now face higher electricity bills. For example, a consumer with a sanctioned load of 5 kilowatts could see fixed charges increase from a previous maximum of Rs. 1,000 to nearly Rs. 3,375 per month.

Consumers are now realizing that electricity costs will no longer depend primarily on usage and put additional financial pressure on households already struggling with rising living expenses.


  • This is the most important news item. We already paid for the meter. And now we are supposed to pay a capacity charge even with 0 consumption. On top of that they are charging GST on a questionable meter rent. You cant charge GST on rentals.

  • Basically nepra wants to be taken out. Govt wants to be replaced. This is beyond tolerable.

    Putting burden just bcz you live here is criminal.

  • At the same time, bcz of solar the people can even have electricity. No thanks to govt that relied on expensive oil.

  • Normally fixed charges are imposed when consumer is not using the utility, and such charges takes care of system. In our case we are already using electricity and paying for it along with fuel price adjustment etc.
    As usual, due to poor performance of FBR we are being penalised.

    • Nothing normal about it. Imposing fixed charges on someone despite not using the service is beyond criminal

  • While in theory this step is correct but it’s only acceptable if Discos had seen some reform as well. Unfortunately the government is focusing solely on squeezing the consumer but the actual leakage at Discos is continuing unabated with same corrupt and inefficient system in vogue!

  • Fixed charges have increased but the unit charges will decrease because capacity charges were paid as a part of energy charges…

  • Criminal. The government is trying to finance the country through taxation on bills.

  • Wrong formula apply by Nepra. Sanction Load is not used by consumer, not Electric supply as per sanction Load due to Load shedding about 10 to 16 hours in a day in Karachi most arrea. Hence fixed charges applied on consumed units only as per same Rate for everyone . Thanks.

  • When this government inducted, power quarter give impression that these people are very innovative & in days these people get the country Asia 🐯🐯 but what’s happened. People always elected right person that need to understand. If power quarter wants to progress country need to conduct population census to find out exact population of the country and divide resources accordingly to turely elected government
