To improve transparency in property transfers and related matters, the government has decided to delegate certain sub-registrar powers to private housing schemes through a dedicated software platform under a regulatory framework and the proposed Real Estate Regulatory Act (RERA).
Senior Member Board of Revenue Nabeel Javed said all private housing schemes will be required to issue a “green certificate” through the Housing Societies Management System of the Punjab Land Record Authority.
He said all property transactions in private housing schemes will be processed through PLRA’s software under the new system. Javed said the reforms were initiated on the directions of Chief Minister Maryam Nawaz after consultations with the private sector.
He said developers will be required to shift to the new system within one month, while a facilitation cell will be set up to assist housing schemes during the transition.
During the session, PLRA Director General Captain (retd) Ikram-ul-Haq briefed participants on key features of the proposed law, while LDA Director General Tahir Farooq outlined reforms to simplify approvals and digitize the registration process.
LDA Director General Tahir Farooq said the approval process for private housing schemes is being converted into a paperless and fully digital system.
