Punjab Replaces Fard with Green Property Certificate

The Punjab government has suspended the issuance of Fard as part of a pilot reform to modernize land and revenue systems, starting from Sahiwal on May 1.

Under the new system, property transactions will be carried out through the Green Property Certificate, which verifies ownership, possession, and legal status of land. Authorities aim to replace the decades-old Fard system entirely across Punjab by December 2026.

Officials from the Punjab Land Records Authority said the initiative will expand to Lodhran and Hafizabad from July 1, before being implemented province-wide.

According to the Board of Revenue, Punjab, the Green Property Certificate will serve as the sole valid document for land transactions in Sahiwal under updated regulations.

Authorities said the new system addresses key limitations of the Fard, which only confirmed ownership but did not verify possession, legal status, or eligibility for financial transactions such as loans.

The reform aims to curb fraudulent documents, prevent illegal property transfers, and reduce corruption in land dealings.

Officials believe the digital and verification-based system will improve transparency and ensure secure property ownership records across the province.
