The Punjab government has made the “Green Property Certificate” mandatory for all property transactions across the province from July 2026, aiming to curb fraud and ensure transparent land ownership.
The certificate, issued by the Punjab Land Records Authority, verifies property ownership, confirms legal status, and ensures that land records are fully aligned with official databases.
Authorities say the move will help eliminate disputes and strengthen confidence in the real estate system.
How to Get a Green Property Certificate in Punjab
1. Visit Arazi Record Center (ARC)
Go to your nearest Arazi Record Center and obtain a token to start the process.
2. Submit Property Details & Pay Fee
Provide complete property details and pay the required fee (Rs950) via:
- Bank of Punjab counter, or
- e-Pay (online system)
3. Identity Verification
Your identity will be verified through:
- Original CNIC
- Biometric verification via National Database and Registration Authority
- Mobile number and personal record check
4. Ownership History Check
Authorities will review:
- Past ownership records
- Any disputes, taxes, or bank loans linked to the property
5. Field Survey & Inspection
A surveyor will visit the property site and:
- Measure land using GPS
- Mark boundaries accurately
6. Neighbour Verification
Two registered neighboring property owners will confirm your ownership and possession.
7. Official Verification
A government officer (Grade-17 or revenue staff) will verify the case in the system.
8. Public Notice (15 Days)
A notice will be issued on the Punjab Land Records Authority website:
- Public can raise objections within 15 days
- If no objections, process moves forward
9. Final Review
An Assistant Director Land Records will:
- Review all documents
- Conduct final verification at two levels
10. Certificate Issuance
After approval:
- Property gets “Green Status”
- Green Property Certificate is issued as proof of secure ownership
