The Capital Development Authority (CDA) has launched a major crackdown against illegal housing societies operating in Islamabad’s Zone 4, sealing multiple administrative and public dealing offices.
Authorities sealed offices of several unapproved schemes, including Shaheen Town Islamabad located on Lehtrar Road and Islamabad Green Paradise.
The operation targeted site offices and marketing facilities used for administration, sales, and promotional activities.
The enforcement action has been carried out under provisions of the Capital Development Authority Ordinance, 1960, including Sections 49-C, 46, and 46-B.
The schemes were also operating in violation of Section 5(1) and 5(3) of the ICT Zoning Regulations 1992, along with Sections 40 to 42 of the 2023 regulations governing planning and development of private housing schemes. Violations include illegal sale and purchase of plots without mandatory approvals.
CDA departments have repeatedly warned citizens through public notices and newspaper advertisements to avoid investing in unapproved housing projects. Investors have been advised to verify whether a housing society possesses a valid No Objection Certificate (NOC) issued by the CDA before making any financial commitment.
The authority has directed relevant departments to halt the provision of electricity and gas connections to these illegal schemes. A strict ban has also been imposed on the buying and selling of land and residential units within such projects.
The CDA urged the public to invest only in officially approved housing societies. A complete list of approved and illegal housing schemes has been made available on the CDA’s official website to help citizens avoid property fraud. Media organizations have also been instructed not to advertise or promote illegal housing societies.

CDA has a website?
When these societies are selling land then CDA administration are sleeping, people are purchasing land and building are constructed and now CDA administration awake up, no illegal societies any where only CDA need money if some societies give money then these will be legal. Otherwise all are illegal.
Exactly my thoughts, huge amounts will change hands and all will regularize.

It is surprising that,CDA only acts when people have invested their life long savings in buying land to build their roofs on their heads? Why is it so difficult for CDA, to publish list of illegal societies, when they start business? Is it not running with hares and hunting with hounds?
CDA is a corruption gub like Shareef.
CDA haa started grabbing land like Malik Riaz. I hope its officials will face similar fate as of Malik Riaz in the days to come.
