The Federal Board of Revenue (FBR) will now collect the Climate Support Levy (CSL) and Petroleum Development Levy (PDL) on behalf of the Ministry of Petroleum following changes introduced through a new notification.
In this regard, the FBR issued S.R.O. 800(I)/2026 on Tuesday, amending the Sales Tax Rules, 2006 through changes in Annex L of Form STR 7 used for monthly sales tax returns.
According to details, the Climate Support Levy was introduced through the Finance Bill 2025 and became effective from July 1, 2025. The levy was designed as a fiscal measure aimed at addressing environmental and climate-related challenges through economic policy tools.
The latest changes also introduce STR 7 in the monthly sales tax return system for collection of the Petroleum Development Levy on behalf of the Petroleum Ministry.
The FBR has further introduced a Domestic Sale Invoice mechanism for the collection of both the Climate Support Levy and Petroleum Development Levy.
Officials said the heads of tax collection will remain unchanged, but the FBR will now function as the official collecting agent on behalf of the ministry.
