Pakistan’s spending on debt servicing and defense remained significantly higher than development expenditure during the first nine months of fiscal year 2025-26, according to the latest fiscal operations report released by the Ministry of Finance.
The report showed that debt servicing remained the government’s single largest expense during July to March, with total payments reaching nearly Rs. 4.95 trillion.
Defense expenditure stood at around Rs. 1.689 trillion during the same period, reflecting continued pressure on the federal budget amid rising regional security challenges and growing fiscal constraints.
Meanwhile, total development expenditure and net lending stood at around Rs. 1.83 trillion during the first nine months of the fiscal year, including nearly Rs. 1.95 trillion spent under the Public Sector Development Program.
The figures once again highlighted Pakistan’s growing fiscal challenges as debt servicing costs continue to consume a major portion of government resources due to high interest rates, large domestic borrowing, and external debt obligations.
Pakistan’s debt servicing burden has risen sharply over the past two years following repeated interest rate hikes and continued reliance on borrowing to bridge fiscal deficits.
The Finance Ministry’s report also revealed that the government failed to fully reconcile revenue and expenditure figures, resulting in a statistical discrepancy of Rs. 444 billion during the first nine months of the fiscal year compared with Rs. 205.69 billion in the corresponding period last year.
Among the provinces, Punjab recorded the highest statistical gap at Rs. 246.62 billion, followed by Khyber Pakhtunkhwa at Rs. 111.918 billion, Balochistan at Rs. 104.327 billion, and Sindh at Rs. 39.939 billion.
At the same time, development spending has remained under pressure as the government attempts to maintain fiscal discipline under its International Monetary Fund program while also managing rising defense and energy related expenditures.
