All You Need to Know About HEC’s Policy on Dual, Double and Joint Degree Programs

The Higher Education Commission (HEC) has approved a new policy on Dual, Double, and Joint Degree Programs, opening new opportunities for collaboration between Pakistani and international universities.

The new framework aims to promote academic cooperation among local higher education institutions, local and international universities, and departments within the same institution.

Under the policy, a Dual Degree will allow students to earn two degrees in distinct or closely related fields, while a Double Degree will offer two degrees in the same discipline. A Joint Degree will consist of one degree awarded jointly.

According to HEC, the policy sets several key requirements, including:

  • HEC-recognized partner institutions
  • Formal memorandums of understanding (MoUs) and statutory approvals
  • HEC No Objection Certificate (NOC) before launch
  • Credit mapping and transfer mechanisms
  • Clear fee structures and student protections
  • Joint curriculum and quality assurance standards
  • Teach-out plans and grievance mechanisms

The commission said the policy will provide students with international academic exposure, credit mobility between institutions, joint supervision opportunities, improved employability and global recognition, and access to collaborative learning pathways.

HEC added that the framework promotes responsible internationalization while safeguarding academic quality, transparency, and student interests.
