The Capital Development Authority (CDA) has issued a final show-cause notice against an alleged illegal housing scheme located in Mouza Gangota Gujraan and Sayyedaan, opposite Uswa College near the Parliamentarian Enclave Project on Japan Road, Islamabad.
The authority has directed the management to immediately halt all development activities, as well as the marketing and sale of plots.
The notice was issued by the Directorate of Housing Societies under the CDA Planning Wing against M/s Shakil Satti and Tanvir Khokhar for carrying out unauthorized development without obtaining a No Objection Certificate (NOC) or approval of the layout plan from the civic authority.
According to the notice, the housing project has been declared illegal under the provisions of the CDA Ordinance 1960 and the ICT Zoning Regulations 1992.
CDA has warned the owners and management that all illegal construction and development activities must stop immediately, and unauthorized structures must be removed within seven days. Failure to comply will result in strict legal action under the relevant laws.
The authority stated that the action has been taken in light of directives issued by the Islamabad High Court and the Supreme Court of Pakistan regarding illegal housing societies and unauthorized constructions in the federal capital.
The notice emphasized that CDA is the sole regulatory authority responsible for approving and supervising housing schemes in Islamabad, and that no local body or union council can grant permissions contrary to CDA regulations.
The document also referred to court rulings directing strict enforcement of approved layout plans and the protection of public utility areas, including parks, mosques, schools, parking spaces, and playgrounds.
CDA maintained that unauthorized constructions and illegal housing societies not only violate planning laws but also create serious problems for residents and urban infrastructure in the capital city.
The notice further warned that failure to comply with CDA directives could result in demolition operations, cancellation of illegal developments, and possible takeover actions by the authority.
CDA reiterated that enforcement operations against illegal housing schemes will continue to ensure the implementation of the Islamabad Master Plan and the protection of public interest.
