The federal government has informed the Senate that the Federal Investigation Agency (FIA) and the Bureau of Emigration & Overseas Employment (BOE) are already operating through an integrated system to verify passengers’ travel credentials before departure, while additional technological upgrades are being introduced to reduce immigration-related offloading cases at airports.
In a written reply submitted to the Senate, Interior Minister Mohsin Naqvi stated that the BOE has been integrated with the Integrated Border Management System (IBMS) for the confirmation and validation of travel records of individuals issued Protectorate stamps.
Naqvi said the BOE shares Protector-related information with FIA authorities before passenger departure, allowing immigration officials to verify details in real time during airport clearance procedures.
The minister further stated that FIA immigration officials also examine work visas and other travel documents to ensure compliance with immigration laws and regulations. He clarified that passenger offloading is not caused by a lack of integration between the IBMS and BOE, as both systems are already connected for the required processes.
According to the reply, offloading decisions are made after reviewing passenger-specific discrepancies, document verification results and risk-based profiling under applicable immigration policies.
Mohsin Naqvi informed the Senate that the FIA’s risk profiling unit is actively operating at headquarters level to identify and analyze emerging trends related to illegal immigration and other malpractices.
He added that the risk-based approach has already been incorporated into the upgraded Integrated Border Management System (IBMS-II), improving monitoring and decision-making at immigration control points nationwide.
The interior minister also revealed that the same risk profiling mechanisms are being integrated into the eIMMI mobile application, which is currently under development to improve detection, prevention and facilitation processes at immigration counters.
He added that the Android version of the eIMMI application is currently undergoing publication procedures and is awaiting verification and approval from Google before becoming fully operational.
