ECC Approves Rs. 10.15 Billion Rafale-Linked Defence Project for Pakistan Navy

The Economic Coordination Committee (ECC) of the Cabinet on Friday approved a key allocation of Rs. 10.15 billion for the Pakistan Navy’s Hangor Project under the RAFDP-2030 Rafale Aircraft and Force Development Package.

The allocation forms part of long-term defence capability and modernization planning.

The ECC meeting was held at the Finance Division under the chairmanship of Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb.

According to an official statement, the Committee approved multiple Technical Supplementary Grants (TSGs) and funding measures across defence, interior, energy, infrastructure, and development sectors.

The ECC approved Rs. 7 billion under the Sustainable Development Goals Achievement Programme (SAP) to support ongoing development projects and prevent cost escalations.

The Ministry of Interior and Narcotics Control received multiple allocations, including Rs. 692.9 million for security arrangements linked to Islamabad Peace Talks, Rs. 241 million for compensation related to a suicide blast at Imam Bargah Khadijah-tul-Kubra, Taralai, and Rs. 1,883.7 million for expansion of the Islamabad Safe City project.

Additional approvals included Rs. 528 million for Pakistan Land Ports Authority operations, Rs. 800 million for Pakistan Coast Guards patrol boats and infrastructure, Rs. 150 million for NACTA operational needs, and Rs. 413.9 million for security expenses related to the Reko Diq project.

The ECC also approved Rs. 733 million for Pakistan Television Corporation (PTVC) to meet salary obligations for June 2026.

For connectivity expansion, Rs. 183.5 million was approved for the Special Communication Organization (SCO) to install telecom infrastructure in District Shigar, Gilgit-Baltistan.

Rs. 119.9 million was approved for parliamentary administrative expenditures related to revised salaries and allowances for Parliamentary Secretaries in FY 2025-26.

In development and infrastructure, ECC approved funding placements into Pakistan Infrastructure Development Company Limited (PIDCL), including Rs. 8.75 billion for Karachi and Hyderabad urban infrastructure projects and Rs. 2.8 billion for Khyber Pakhtunkhwa under SAP.

Additional approvals included Rs. 1.3 billion for the modernization of Pakistan Mint (Phase-II-A) and Rs. 4.377 billion for the Government of Gilgit-Baltistan to meet expenditure needs and priority initiatives.

The Committee also approved a Budget Honorarium framework for selected federal institutions involved in budget preparation, along with IPO-Pakistan’s budget estimates for FY 2025-26.

Further approvals included operational continuity support for Engro Vopak Terminal Limited (EVTL), a Rs. 100 billion syndicated financing facility for Pakistan State Oil (PSO), and a revised settlement framework under the Pakistan Oil Refining Policy 2023 to address late payment surcharge issues and support refinery investment.

Additional allocations included Rs. 29.9 million for residential rental obligations of government officers and Rs. 30 million for extension and upgradation of Jamia Masjid at Parliament House, Islamabad.

The meeting was attended by federal ministers from finance, investment, petroleum, planning, education, commerce, food security, and power divisions, along with senior officials from relevant ministries and regulatory bodies.
