Punjab Launches Satellite-Based System to Detect Illegal Construction

The Punjab government has started the trial phase of a modern Violation Detection System (VDS) to monitor commercial construction activities through satellite technology.

Punjab Local Government Minister Zeeshan Rafique inaugurated the test run during a training seminar, where relevant staff also began training on the new system. Local Government Secretary Shakeel Ahmed and Special Secretary Arshad Baig were also present on the occasion.

Speaking at the event, Rafique appreciated the efforts of the Project Management Unit (PMU) and the Punjab Information Technology Board (PITB) for developing and implementing the system.

He said Chief Minister Maryam Nawaz Sharif will formally launch the VDS soon. According to the minister, the system will help identify construction violations through satellite monitoring, after which local government teams will take action based on information received through the dedicated portal.

The VDS is also being integrated with the e-Biz and e-Construction portals to improve coordination and enforcement. Rafique added that digital zoning of residential, agricultural and industrial areas has already been completed.

He said satellite-based monitoring will discourage illegal and unplanned construction while helping improve urban planning across the province.

The minister also directed the PMU to establish a 24-hour helpline for public guidance and complaint resolution.

During the briefing, officials said the VDS will automatically become active once construction activity begins on an area of two acres or more.

Additional Director General Umm-e-Laila said the system was initially tested in Sahiwal and Sialkot districts. Lahore Division has not been included in its scope at this stage.
