Punjab’s Wheat Plan Faces Backlash as Private Firms Get Special Benefits

Punjab’s new private sector wheat procurement model is facing growing criticism from farmers and flour millers, who say the government’s pricing strategy and incentives for selected companies could distort the market and leave growers at a disadvantage.

Under the new policy, the provincial government has appointed 11 private companies as aggregators to purchase wheat directly from farmers at a fixed rate of Rs. 3,500 per maund. The move is part of Punjab’s broader effort to shift wheat procurement away from direct government purchases and toward the private sector.

However, the scheme has come under fire because wheat is currently selling for around Rs. 4,000 per maund in the open market, creating a gap of roughly Rs. 500 per maund between the official procurement price and prevailing market rates.

Critics argue that the price difference makes it difficult for aggregators to buy wheat without additional government support. Industry representatives claim the selected companies have been offered free access to government storage facilities, subsidized financing, and guarantees to protect their profit margins.

The incentives have drawn comparisons with Pakistan’s Independent Power Producers model, with opponents arguing that private firms are being insulated from commercial risks while the financial burden could ultimately fall on taxpayers.

Farmers have also expressed concerns that the new arrangement could reduce their ability to sell wheat at higher market prices. Flour millers, meanwhile, fear that concentrating government backed procurement in the hands of a small group of companies could distort competition, affect wheat supplies, and influence market prices.

So far, the Punjab government has not publicly explained how it plans to enforce the Rs. 3,500 per maund procurement price when market rates remain significantly higher, or how much financial support will be required to keep the new aggregator model operational.
