The Pakistan Telecommunication Authority (PTA) has begun licensing Virtual Private Network (VPN) service providers under the Class License for the Provision of Data Services in Pakistan.
So far, nine companies have been authorized to offer VPN services in the country.
According to a PTA document, details regarding the application process, eligibility requirements, and the list of licensed operators have been made available on the authority’s official website for public access.
To support individuals and organizations that require secure remote connectivity, PTA has also launched a dedicated VPN Registration Portal. The initiative allows lawful use of internet-based services and provides a structured system for software houses, call centers, banks, embassies, and freelancers to register their VPNs online through PTA’s website.
The document explains that applicants must submit basic information, including their CNIC, company details, IP address, and VPN specifications. Freelancers can apply under a separate category by providing proof of ongoing work, such as project-related emails or letters from employers. If necessary, applicants may obtain a fixed IP address from any licensed Internet Service Provider.
PTA has stated that the registration process is free of charge and that approvals are usually granted within 8 to 10 working hours.
Since the launch of the portal, more than 30,000 entities and freelancers have successfully registered their VPNs. The authority says the system supports secure and reliable remote work while ensuring regulatory compliance and responsible use of internet-based services, especially for Pakistan’s IT and freelance sectors.
Separately, PTA has introduced the IP Whitelisting Regulations, 2024, aimed at improving network security, curbing grey telephony, and ensuring the lawful use of Voice over Internet Protocol (VoIP) services. Under these regulations, IPv4 or IPv6 addresses must be registered through a dedicated portal.
According to the PTA document, the rules apply to relevant licensees and subscribers. Applications are processed within two to three working days, while non-compliant requests are rejected to prevent misuse of VoIP channels and strengthen cybersecurity resilience.
