Islamabad to Get Automated System for Property Transfers

ISLAMABAD: The Estate Wing of the Capital Development Authority (CDA) in Islamabad has implemented an automated system for the transfer of residential and commercial properties.

According to sources, this move aims to streamline and simplify the process for property owners with high-value assets in the city.

Previously, the property transfer system operated on a semi-automated format, involving multiple directorates and causing complexity for citizens.

Furthermore, they also had to visit the one-window directorate of the civic authority to obtain a transfer form and transfer date manually.

However, the new system allows property owners to schedule appointments for property transfers online from the comfort of their homes.

Under the previous system, it often took several days to obtain the necessary No Objection Certificates (NOCs) from relevant directorates, leading to delays and unattended files due to the lack of a tracking system.

In contrast, the new system assigns a unique number to each case, which is shared with the citizen for record-keeping and enables them to track their application at every step.

Previously, applicants had to personally visit different directorates, including estate, planning, revenue, and law, to get their files processed within a reasonable timeframe or hire private consultants.

However, with the introduction of the new system, citizens can track the progress of their files remotely and stay connected with the civic authority.

The new system also allows authorized users to enter specific property details during the transfer process, creating a backup that can be utilized in the future.

Additionally, it is also integrated with the National Database and Registration Authority (NADRA) to verify the identities of the parties involved in the transfer.

Besides, the admitting officers can electronically capture photos and thumb impressions, which can be instantly verified with NADRA.

In addition, the citizens had to endure lengthy wait times even after completing the transfer process to receive their allotment letter in the past. However, with the automated system, the allotment letter will be readily available with a single click.

The Member Estate CDA, Afnan Alam Khan, confirmed the launch of the new system, emphasizing the authority’s commitment to introducing efficiency and responsibility by replacing outdated mechanisms.

Additionally, the CDA is working on introducing new transfer letters with enhanced security features to prevent the issuance of fake letters.
