CDA to Introduce ‘Overseas Enclave’ Apartment Project to Enhance Earnings

ISLAMABAD: The Capital Development Authority (CDA) is gearing up to launch a prospective apartment project named ‘Overseas Enclave’ at the intersection of G.T. Road and Margalla Avenue.

As per the details, this initiative is anticipated to yield significant revenue for the authority.

In the upcoming CDA board meeting scheduled for Friday, the member planning will present a briefing on the project.

The designated area for Overseas Enclave spans 200 kanal, with half of the land allocated for green spaces and the remaining half reserved for apartment complexes and other constructions.

A senior CDA official expressed optimism about the project, citing the prime location of the land.

The planned enclave will consist of nine blocks, each encompassing five kanal. Additionally, plots have also been allocated for a school and a hospital within the project.

Besides, the successful bidders will have the opportunity to utilize these plots for mixed-use purposes, combining commercial spaces with apartments.

Notably, the project’s designated location falls within Zone II, an area where construction is permitted according to existing regulations.

Last year, CDA’s efforts to expand the project – then known as Gandhara Enclave – into the protected Zone III faced criticism from media and environmental activists.

Consequently, the project was downsized to 200 kanal, situated within Zone II.

In addition to this project, the CDA board meeting will address the proposal to increase the floor area ratio (FAR) for apartment buildings in Islamabad.

Currently capped at 1:5, the planning wing is considering an increase to 1:6 or 1:8, contingent upon plot size.

The board will also tackle the issue of unauthorized construction on private land along Margalla Avenue and in the proximity of the national park area as the existing zoning regulations prohibit construction in Zone III.

However, the absence of by-laws has led to unregulated unauthorized construction, prompting the CDA to consider advocating for zoning regulation adjustments.

Furthermore, the upcoming CDA board meeting will also encompass a presentation by the technology wing, outlining objectives and targets for the newly established division.

This wing has identified priority projects, including the creation of smart parks and marketplaces equipped with public internet services, smart cameras, and panic buttons at dimly lit spots.

The technology wing’s primary functions will encompass the establishment of an online complaint management system.

Moreover, it will also introduce an e-office portal, online property allotment, digitization of property ownership records, and automation of property tax collection and land records.
