CDA Fails to Take Possession of Plots from DHA Even after 14 Years

ISLAMABAD: The Capital Development Authority (CDA) has apparently failed to obtain possession of more than 700 developed plots from the Defence Housing Authority (DHA) in lieu of the civic agency’s land, which was handed over to DHA 14 years ago.

As per details, the CDA and DHA signed an agreement in 2007, under which the CDA handed over 1,500 Kanal of Zone-5 to DHA, in exchange for 727 developed plots from DHA.

The details show that the CDA had acquired the land under two awards announced in 1961 and 1964 for its own use, but the civic agency abruptly decided in 2007 to hand over the land to DHA for development plots.

According to its previous announcement, the CDA [whenever it receives possession from the DHA] will auction the plots to generate funds for city development.

CDA formed a four-member committee in June of this year to visit the DHA and prepare a report. The team upon visit recorded that no DHA officials were present, while representatives of a private company were present on behalf of the DHA.

According to the visit report compiled by CDA, the company’s officials briefed CDA on the three sites where plots could be given to CDA.

The report stated that Village Humak was under consideration, but the land in this village already belonged to CDA.

Furthermore, the civic agency will have to pay Rs. 120 million as a transfer fee to obtain the aforementioned plots, which are worth more than Rs. 6 to 7 billion.
