CDA Launches Investigation After Land Files of D-13 Go Missing

ISLAMABAD: Following the allegedly fraudulent plot allocation in D-13 a few years ago, a fraud involving missing land files in the same sector has recently come to light.

According to the sources in the CDA’s revenue division, during a recent check by the member estate, the records of several files of the D-13 and E-13 sectors were discovered to be missing.

The sources informed that the member authorized a fact-finding investigation a few days ago, which is presently being carried out by the CDA’s security directorate.

The CDA spokesperson Syed Asif Raza stated, “We noticed some questionable behavior, thus, we ordered an investigation to review the full record,” adding that this was revealed during the digitization of the records of D-13.

An officer of the CDA further stated that an investigation had been ordered and that CDA was looking into why files were missing and what part CDA personnel might have had in them.

He said that the security directorate had been instructed to finish the investigation as quickly as possible while assuring that no one found involved in the scam would be spared.

It should be mentioned that the security directorate had discovered the bogus assignment of seven plots in D-13 earlier this year.

According to the sources, the security directorate was alerted by the former assistant director land Sobia Toru earlier this year that 2 plots in D-13 had been assigned with her forged signatures.

Furthermore, it was discovered during the first investigation of the two schemes that at least 7 of these plots had been assigned with forged signatures.

The allottees had no property in Shah Allah Ditta but were given alternative plots using false claims, the investigation committee also noted that the plots were allocated against false claims of land.

Over the past few years, the CDA’s security department has exposed several fraud instances and thwarted numerous efforts to transfer plots using false papers while a CDA tehsildar has also asserted in writing that the records for several files in D-13 are missing.

Additionally, the security directorate discovered a significant fraud involving the back-dated allotment of plots in I-12 and I-11 in 2019.

The allocation of over 200 plots using backdated signatures at a period when the allotment was prohibited sparked concerns.

Besides, the allocation of desirable plots to land-affected individuals in various developed sectors was outlawed in 2017 by the now-defunct Ministry of Capital Administration and Development Division (CADD).

Meanwhile, the land directorate compiled a list of undeveloped parcels in several sectors, including I-11 and -12.

The unoccupied plots that were shown as available after the restriction was implemented, according to officials, were presented as allocated to various persons, indicating that these allotments were done with backdated signatures.
