ISLAMABAD: The Chairman of the Capital Development Authority (CDA), Captain (r) Noorul Amin Mengal, revealed that approximately 600 illegal housing societies are operating in Rawalpindi and Islamabad without proper approval.
This information was shared during a meeting of the National Assembly Standing Committee on Climate Change and Environmental Coordination.
The committee’s 35th meeting, held at the CDA Secretariat, aimed to receive a comprehensive report on the implementation status of previous recommendations.
Furthermore, the meeting also discussed the details of housing societies (both legal and illegal) causing environmental damage in Islamabad Capital Territory (ICT), information on restaurants in the Margalla Hills impacting the environment and sewerage system, and a case study of Monal Restaurant.
Chairperson MNA Nuzhat Pathan chaired the committee and expressed dissatisfaction with the delayed arrival of the Chairman CDA, who was attending a personal hearing in court, as explained by CDA officials.
The chairman of CDA informed the committee that there are around 318 illegal housing societies in Rawalpindi and 150 in Islamabad, with a significant number located in Fateh Jang and Rawalpindi Tehsil.
According to CDA officials, the cumulative figure of unauthorized societies ranges from 568 to 600, and there are approximately 100 illegal societies in the adjacent Attock district.
Besides, MNA Romina Khurshid Alam expressed her concerns about the response submitted by the IWMB and CDA regarding the installation of streetlights in the National Park.
She proposed the use of sensor-based lights along hiking tracks and emphasized the need to prioritize environmental matters.
Moreover, other discussions also included the theft of gutter lids in the federal capital, the tragic incident of a boy suffocating in a gutter due to gas, and the impact of lights on nocturnal species in the Margalla Hills National Park.
In addition, it was proposed to implement a timing system to provide full lights in the national park until 9-10 p.m. and then halt entry to preserve wildlife.

Such housing Societies should be named and strictly disciplinary action must be taken in famous daily newspapers and should also be announced on all the news channels to save the innocent people from the fraudulent land MAFIA.
DHA Islamabad is an illegal housing society not approved by CDA.

Shame on you Mr. Chairman CDA. You have allowed people to fill the vaccum created by your inefficiency. How they can register and now you r issuing list of illegal authorities. Who give them initial license?
Check Sinayari area illegally hold the people adjacent to PAF E.9, it has to be immediately cleared or vacant.
The biggest problem that Pakistani people face is the bureaucratic grip on even the fundamental human rights. The housing sector is in control of big cartels, and if some poor people manage to get houses, those schemes are declared illegal. In violation of duties, why there is no initial scrutiny, why not a list of development requirements, why not online verification system, why prices are not controlled? Why the land taken for development is resold at a very high price while original owners are just kicked off? In fact this whole system is against fundamental rights, rights of ownership and justice.

These illegal housing societies have cropped up as CDA has failed to deliver and develop new housing sectors because of corruption and vested interest of land mafia. These land grabbers have full support and tacit understanding of CDA officials for instance E 12 Sector was launched about 39 years ago but unfortunately possession has not been handed over to allottees even of one sub sector which is criminal negligence of CDA as a main developer of Islamabad. Likewise there are number of other housing sectors where development is non existent or slow. This has resulted in price hike of plots and houses in Islamabad beyond the reach of commoners.
I hope the incumbent Chairman CDA who seems to be an efficient person will take notice of these affairs.
