Citizens Struggle at LDA’s One-Window Cell Due to Agent Mafia

LAHORE: Lahore Development Authority’s One-Window Cell (OWC) has been accused of failing to prevent the entry of agent mafia who extort money from innocent citizens on a daily basis.

Despite being officially banned, the agent mafia continues to operate in the cell, with retired LDA officers, officials, and property dealers often seen there with different clients.

Applicants have reported missing files and staff throwing away precious files of citizens without reason.

While LDA officials have established a special counter for elderly citizens, they have not been able to curb the activities of the agent mafia.

The senior management of the LDA has imposed a strict ban on their entry, but they continue to operate, charging exorbitant fees to submit applications and get their work done.

LDA officials have promised to take strict action against the agent mafia and have plans to introduce an appointment system to facilitate citizens.

  1. Appointment system, another way to create hurdles and problem for clients. Didnt authorities saw the condition of appointment system in Arazi center, you hardly get appointment and when you reach there they say, System Nahi Aa Raha for disturbing clients and bribery. What about RAAST app for license appointment, nobody entertain there. This is not solution because mafia operates with consent of high official. Only way raid on daily basis by ministry to ask public about problems within premises.

Not only one window cell, all record keepers, clerks and other staff members are involved in extortion of money..if you don’t give the money they deliberately make delays in your application..I personally visit LDA office since February 2023 for NOC document which I am able to get in the month of May 2023..besides of NOC I also applied for PTM which was issued after hectic follow-up of 3 months..it seems that LDA staff is not answerable before any authority..
