Deputy Commissioner Islamabad, Irfan Nawaz Memon, has canceled the registration of 18 housing societies right after the court overturned the stay order pertaining to the matter.
The DC had issued the cancelation orders in July but the process was delayed as the housing societies sought stay orders from the court.
The societies whose registration has been canceled include:

- Engineers Cooperative Housing Society
- State Life Insurance Cooperative Housing Society
- KRL Employees Housing Society
- PARC Employees Cooperative Housing Society
- Islamabad Cooperative Housing Society
- PAEC Employees Cooperative
- PWD Employees Cooperative
- National Police Foundation Cooperative
- OGDC Employees Cooperative
- Federal Shariat Court Employees Cooperative
- Wapda Employees Cooperative Housing Society
- Veterans Cooperative
- OGDC Officers Cooperative
- Foreign Office Cooperative
- Work No Ward Cooperative
- Ministry of Commerce Cooperative Housing Society.
- Pakistan Employees Cooperative
The ICT spokesperson said that there were two types of housing societies, namely housing schemes and cooperative housing societies. The prior is dealt with by CDA while the latter is looked after by the ICT registrar.
He highlighted that the canceled 18 societies were registered with the ICT registrar office and originally fell into the limits of Punjab.
Is it okay?
Well this is a very ambitious action. After some negotiations things will be back to normal. Shahbaz Sharif says ” me mangne nahi ayay hoon, me majboor hoon.”.
Administeration should watch public interest.Donot know why registeration has been cancelled.There are societies like cabinet division coperative in E16,E17 where a large of members in E17 have not been given posession although they paid full since 2004-2005.Similar is J&k cooperative zone 5 project.
After 40 years you are cancelling then what about thousands of houses are made and families are staying there . ? So you people wake up after 40 years then what is the fault of the people who are staying there. Dc is sleeping while new societies are coming up .

Why don’t government officials from the being time till date should be punished for negotiations.
And not doing their duties on a timely basis because of which common people suffered pain and loss.
Nothing to worry for the residents. It’s a matter of paper work and a little effort. The society managements will approach the concerned Rawalpindi authorities and they will issue the registration letters after required documentation process.
Doesn’t affect working of the societies. Most of them had no benefit from their registration.
Possibly, but why could this public servant, and the court, not guide the society office holders on where they should be registered, facilitate them to re-register there, and then cancel current registration, so that a seamless transfer was done without inconveniencing the investing public.
Power should be used intelligently to make the lives of the public as much as possible by all public servants, while enforcing the rules. Both these considerations are what they are hired for.
They were registered in Capital Territory while they are in premises of Punjab. Nothing changes only management of allotment and documentation will be handed over to Punjab Authorities.

Only one sher shah souri is required to settle all the problems. So far no DC, no chairman, no minister is punished. How the system will work.

Although decision is good but it will be more better if serious action may also be taken against those M.C’s who are responsible for not completed their task even after continously spending three tenures (9 years).

What about CBRechs phase 2 . As in the society most plots are been alloted to ICT employees about 5 yers before all charges paid allotment letters issued by the cbrechs ,but lapse of long period there is no sign of possession and development seen in the society.
Whold ICT /Rawalpindi administration looks into the matters please
ICHS phase 1 has been functioning since about 2006, and since then I have been paying dues for plots there, and got possession recently.
A phase 2 was also launched some years back.
16 years later it is cancelled?!!

The courts are equally complicit it seems. How can a court give a stay order, abdallow people to keep paying dues , and then lift the stay and allow cancellation of registeration?
Money paid 16 years ago, even if returned, is severely depleted.

Therefore , in a given scenario these orders are more or less political in nature to oblige Malak Riaz at one end and extract maximum out of ownership of these societies.
For decades Malak Riaz made sure CDA does not develop new sectors so that he could sell plots in Bahria Enclave. Have you checked that court orders for payment of 7 billion been implemented.
Bureaucracy is weak , not because they are not talented , they are creme of the nation but they are not white skin with British Govt at their back. After few years of service they are tired and begin to build own empire.

Only a few months back an underpass was constructed for PWD Employees Cooperative Society,link roads were built…& now the DC has cancelled the registration if the society.If the society was illegal why such an enormous amount was spent on providing the infrastructure???

If you are talking about Riaz Malik I have already got execution order against Bahria Town but High court has put a stay on it and not hearing case on fixed dates for years now while BT is changing the schemes in spite if assuring tje courts it will not.
In my case justice is denied because it is so delayed and legal costs keep rising.

Housing Societies are developed and these flourish under the very nose of government authorities. These housing societies are completed and people start living there. They have their children and grandchildren occupying houses there. Suddenly one day you come across a news item in the media that so and so society is illegal. How efficient!
By the way, what is the status of agri farms along Murree Road purchased by the people decades ago for pennies and now costing billions?
Has any housing society belonging to the POWERFUL ever been declared illegal and then action taken against them? Never.

But the real cda sectors such as E- 12 which is stil under the kabza group huts are there DC could not removed them . E12 was also given to the allotees some 30 years ago and some had died and some are still waiting for it . When will this be given instead you are cancelling already made full flash society.

If the Societies are registered with ICT Registrar they why CDA is involved and stopped Electricity and Gas connections from the last 3/4 years. After 40 years they wake up and cancelled Societies Licences. WHO WILL BE RESPONSIBLE FOR THE LOSSES OF FAMILIES who build houses and staying there.

Decision is very good but it is very late. My father bought plot in PARC housing society and still it is not developed and every 2-3 year they take some charges.

This is how it works. First take a legal action or cancel it then bring the owner on table for better offer and finally settled all illegal societies…… Just need another bite by the administration.

What a joke. I think all these societies were constructed beneath the earth and now emerged. Mr DC seen them now and took action. Where was your’s office when all these societies came in to being and their foundation stones were laid . Before cancelling their registration u need to investigate the offcials who granted them NOC and give them severe punishment.This is neither competancy nor justice but an act of shame and embarasement for your office.
There is no harm in making societies for the mutual benefit of members/individuals, there is a provision in the Local Distt Govt Act.
The big question is their Governance, which is absent all the time.
As such whatever we do in this regards, the end result is/will be Zero with enormous corruption of all type, including financial, material, moral, ethical, spirituality, etc
Had these Bureaucrats been doing their duty/jobs as Public Servants, the state affairs of ours would have been different.

The University Town have received plot price from 1992 to 1994 and develpoment charges up to 1996. Balloting was held in 2008 after 12 years of development charges paid.After 30 years of initiation since 1992,still asking for development charges and not issuing allotment letter of plot.There is no check.The concerned deparment of Government may kindly help.

I really feel ashamed of myself having read the names of Housing Societies/Projects who projected themselves to be some Special Housing Societies/ Projects using GREAT NAME OF ISLAMABAD.
The DC Office having all the required Employees on its payroll have got the citizens bluffed. Hard earned money got during difficult times of each one has been got wasted with ONE STROKE OF PEN, UNBELIEVABLE.
Where is the Government and who are OFFICERS’ Who have deliberately got our hard earned money go waste just very simply
Its a very shameful act on part of highly educated HIGH UPS’/Officers of the Islamabad Administration
Un-imagineable situation/ACT on part of the Officials who have declared the the Housing Societies/Projects named in the list as illegal
The relevant Honourable Courts should themselves call for justice
