ISLAMABAD: The Capital Development Authority (CDA) has finally fulfilled a long-delayed promise made to the family of Qazi Abdur Rehman Amritsari, the man who coined the name “Islamabad” in 1959, Dawn has reported.
Qazi Abdur Rehman, a teacher, poet, and author, had suggested the name of Islamabad for the new federal capital proposed by President Ayub Khan. The name was chosen from a pool of suggestions gathered by a weekly magazine, Qandeel Lahore.
Despite winning a prize of Rs1,000 and receiving a letter promising a plot of land in Islamabad, Qazi Abdur Rehman died without ever receiving the promised plot. His family had been waiting for over six decades to receive what was rightfully theirs, with various media outlets highlighting their plight to no avail.
The chairman of CDA, Noorul Amin Mengal, recently learned about the unfulfilled promise through a friend and was disappointed by the delay. He immediately directed the concerned wing to locate Qazi Abdur Rehman’s family, who live in Arif Walla.
“We will allot them a developed and encumbrance-free plot,” said the chairman of CDA. He also expressed his desire to honor the family of the late teacher at the upcoming Islamabad Literature Festival.
The delay in fulfilling the promise made in 1960 has been a long-standing issue. However, it is heartening to see that justice has finally been served to the family of Qazi Abdur Rehman Amritsari, who contributed significantly to the history of Islamabad.

This act of current Chairman CDA is highly commendable. However, the 60 years delay by different chairmen in succession to fulfill a commitment is highly deplorable. This speaks volumes of the red tap bureaucracy.

It’s a bit strange to hear this news as I remember before 1980 people were not willing to live and buy plots in Islamabad and CDA use to give plots in main sectors at very low rates and that too on easy installment in a bid to develop Islamabad . Plots were offered on first come first serve basis and many plots were given free by the PM and President to distinguished citizens in recognition of their services to the state. I wonder and am rather surprised why Qazi Abdur Rehman was not allotted a plot when CDA was accepting applications on first come first serve basis back in 60s and early 70s…?
May I know what you are trying to employ in your long essay? Are you saying that it is a fault of the respected teacher that he didn’t apply for a plot while the government was giving plots on easy installments?

I am an eyewitness of the event. In 1959 I was a 7-years old boy living in Karachi at Patel Para. One upon a day when I returned from school I heard saying my mother, father and uncle that President Ayub Khan has announced about the naming of the newly proposed capital of Pakistan, near Rawalpindi. The announcement was made through newspapers and radio. I heard that everybody could participate in the process and the name of the new capital will be announced after selection from all the submitted proposals. And after a few months I heard that the name suggested by a teacher from Punjab has been selected from among the thousands of suggestions throughout the country. The president Ayub made the announcement of this selection and promised to allot a plot to the winner. I do not remember any more.
