FIA Seeks CDA’s 2007 Agreement Details with DHA

ISLAMABAD: The Federal Investigation Agency (FIA) has requested the Capital Development Authority (CDA) to furnish a comprehensive record of an agreement made in 2007 between the CDA and the Defence Housing Authority (DHA).

This agreement involved the transfer of a significant amount of land to DHA in exchange for over 700 developed plots.

As per the details, the FIA’s inquiry comes 16 years after the agreement was made, and the CDA has yet to receive the promised plots from DHA.

An investigation was initiated by the FIA earlier this year, seeking detailed information about the agreement.

On August 18, the FIA’s Corporate Crime Circle sent a follow-up letter to the CDA, urging the civic agency to provide the requested records.

The letter highlighted that the agreement, conducted in September 2007, involved retired Brig Asad Munir, then a member of the CDA, and retired Brig Zafar Iqbal Shah, who held the position of director land at DHA.

The FIA requested various documents, including the original and attested copies of the agreement, the complete file containing an attested copy of the board decision, legal details of the agreement, and the status of possession of the 2400 Kanal State land specified in the agreement.

Additionally, the FIA sought clarification from the CDA about the promised plots from DHA as per the agreement.

The agency also inquired about the CDA’s stance on state land in possession of a private developer named Emar, if applicable.

The details suggest that the CDA had acquired the land in question through two awards announced in 1961 and 1964 for its purposes.

However, in 2007, the CDA transferred this land to DHA. The CDA had previously announced plans to auction the plots to generate funds for development projects.

Sources within the CDA disclosed that the matter of obtaining plots from DHA had been raised during budget discussions over the years, indicating these plots as receivable assets.

Last year, a committee comprising four members was formed by the CDA to assess the situation and compile a report during a visit to the DHA.

Although DHA officials were absent during the visit, representatives from a private company linked to DHA were present.

Besides, the visiting team explored various sites where the promised plots could be allocated.

In response to queries, a CDA director confirmed receiving the FIA letter and stated that the agency had already shared relevant information in response to a previous letter from the FIA.

The director assured that the complete record of the case would be provided to the FIA in compliance with their request.
