ISLAMABAD: The Capital Development Authority (CDA) has reportedly become a source of benefits for deputationist employees, despite the government’s austerity measures aimed at reducing expenditures, Tribune has reported.

The report says that senior officers who are borrowed on deputation were previously allotted a plot in a developed sector after two years of service in the civic agency, but the policy has now changed, allowing deputationists to get residential plots in just one year.

Meanwhile, regular officials in grades 1 to 16 have to wait for 10 years before getting a residential plot.

A senior officer said that the CDA had become an attractive organization for officers on deputation due to the residential plots and other benefits.

The officer also expressed concerns that the prime minister’s austerity measures would not have much impact on CDA, which has allegedly become a white elephant due to corruption and misuse of power and authority by senior officers.

It was also claimed that most of the officers appointed on deputation in CDA are favorites of either the CDA chairman or heads of various directorates and departments, who themselves serve as deputationists.

These deputationist officers reportedly receive double the salary compared to their parent departments, as well as around Rs80,000 per month for official conveyance under the monetization policy.

They also allegedly enjoy government vehicles with petrol up to 3,000 liters per officer.

Although Chairman CDA Noor-ul-Amin Mengal has ordered special stickers to be affixed on all vehicles of the civic agency to discourage personal use of official vehicles, it was believed that this will not solve the overall issue of misuse of authority and funds.

The process of identifying more than 1,000 official vehicles in all 48 directorates of CDA has been completed, and a contract has been given to a firm to prepare special logos for CDA’s official vehicles within the next week.

Furthermore, a senior official has confirmed that about 35 officers on deputation in CDA have been using official vehicles and also enjoy the monetization amount and other benefits.
