Sector D-13 Fake Files Saga: Chairman CDA Orders Inquiry

ISLAMABAD: The Capital Development Authority (CDA) has launched an investigation into 40 fake land files involving 600 Kanal of land worth over Rs. 2 billion in Sector D-13, Islamabad.

The inquiry comes after an applicant claimed that he had lost money due to fraud by property dealers and some CDA officials.

The CDA Chairman, Noor Ul Amin Mengal, ordered the inquiry, revealing that 40 fake “homemade” files and land transfers in Mauza Shahullah Dutta, D-13, Islamabad, had been exposed.

The CDA announced in a newspaper ad that plots in Sector D-13 would be allotted through balloting on May 25, 2023, according to the Land Sharing Policy 2007.

The missing Map-3 was reported to the CDA Member State Afnan Alam, who wrote to the FIA to file a case against Girdawar Muhammad Shiraz and Patwari Fakhr Abbas to recover the record.

Influential figures, including property dealers and CDA officials, allegedly tried to halt the inquiry, but it proceeded.

The inquiry revealed that out of 600 Kanal of land, 400 Kanal were transferred to one person, 100 Kanal to the second, and the rest of 100 Kanal to different people.

According to documents available, 40 fake Farad and bogus transfers were prepared at home for allotments, whereas the revenue department claimed that there was no evidence of owners’ names or the land.

CDA’s One Window had been established to facilitate land buyers and transfers, but in the past, many bogus files were highlighted, and CDA employees working in One Window were directly involved.

The CDA spokesperson said that the inquiry’s mandate was not limited to revenue staff only, and the responsible individuals would be held accountable without discrimination.

The case would be referred to the relevant institutions if any private persons were found involved. The spokesperson added that effective steps had been taken to secure CDA’s revenue records.

  1. In sector D13 land sharing policy is adopted for the effecties who owned 4 canal land at least. The effecties owned less than 4 canals are not given any land. Even they do not get any award.
    Please inform me when such eggecties will be awarded.
