I am sure you have watched one of those movies in which Hero himself gets his girl attacked by some gangsters and then he pops up out of no-where to save the girl to become her hero.
This is exactly what has happed in the case of international illegal traffic in Pakistan. The stake holders, i.e. Ministry of IT and Telecom, PTA and LDI operators first paved the way for illegal traffickers and now they are raiding the exchanges to make headlines.
Yes, I am hinting the notorious International Clearing Hours or ICH, authorized by Ministry of IT and Telecom and executed by Pakistan Telecommunication Authority. This ICH hiked the tariffs for international incoming calls by 300% to 800% since October 1st, 2012.
This irrational increase in tariffs for international incoming calls forced the Pakistanis abroad to use illegal means to make calls to their FnF on discounted rates. And hence the business for illegal international incoming traffic grew by many folds.
Interestingly, CCP had communicated its fears for possible increase in illegal traffic through its policy directive to MoIT. But apparently no one listened them then.
Same had happened in April 2008 when PTA had increased ASR (a part of international incoming call charges) and subsequently the international incoming call prices grew. So did the illegal voice traffic. There are evidences that this increase in ASR was without authority approval and decision was to benefit a single person.
Now here comes the million dollar question: Who is responsible for increase in illegal traffic?
- MoIT and PTA? Who are now winning laurels for making efforts to stop the illegal exchanges?
- LDI Operators? Who are now complaining against the increase in illegal traffic?
- All three of these?
Even worse, government is going to spend million of taxpayers’ dollars to setup system to block illegal traffic. Hence, there becomes another vendor that will get benefited from ICH saga.
So many beneficiaries through a single approval of ICH from Ministry of IT and Telecom, on expense of pockets of common man.
I am wondering what is stopping the authorities to question the person who approved ICH or lobbied for ICH. And why he (or they) is/are not put on trial. Yes, you get it right: That’s only if authorities are involved.

Heavy callers, inhuman behaviour of mobile connection usage etc. Necessity is mother of invention, in the absence of monitoring system, this is best way to effectively curb grey traffic.

Looks like you have never been outside Pakistan, and so have no idea how painful it is paying your hard earned money in calling, while the same time neighbor Indians pay pennies calling back their country. Btw they also have legal local SIP providers.

All overseas Pakistanis should use all possible means to talk VoIP to VoIP (Viber, SIP protocol service providers which are many). Run US/UK VoIP numbers back in Pakistan and call those numbers instead of PK numbers. Do it and do it shamelessly because we send billions to this country and some a****** have no shame left that they are ripping us off ? And compelling us to use VoIP for calling. Why don’t they let Braintel like providers provide services across the globe while being in Pakistan ? Tax won’t go to Govt of Pakistan in that case ? But these people have no brains or they are involved in under the table deals.

Paypal would definately be willing to do business with Pakistan. It would nothing but make them hell lot of more profit. Its only Pakistani government have to pave the way for them to come in do business here. Have to change rules which are preventing them from coming in Pakistan, Paypal is in most of world’s countries, its even there in bangladesh, India and lots of other names like peru, panama, Cyprus etc.

ICH was the brainchild of all LDIs and previous govt. As per insiders of telecom industry huge amount was paid by LDIs as first installment to the masterminds. Now the LDIs are not bringing international traffic but are receiving huge amounts as per their share every month. Grey traffic has increased due to high margin as ich has increased the call price and PTA has been made dysfunctional as no equipment has been given to monitor grey which was part of the ICH and LDIs are using delaying tactics as they themselves are involved in grey. The current govt of Nawaz sharif is also in favour of ich and taking no action on the pretext that the matter is subjudice. PTA is detecting these grey traffic culprits with their own resources and old system. A good organization which was sabotaged by bringing typical bureaucrates to the higher management who only serves to get their promotions, extensions, plots and loot the organisations. Thanks to Honorable LHC which put an end to this practice at least for the position of chairman pta.

I understand that instead of ICH there is now a consortium of LDI and PTCL, led by PTCL for all int’l incoming calls. Basically doing the same function as ICH and cartelization. If still they can’t manage grey traffic, then the PTA etc should be wound up and let the general public have some relief. Their taxes and monopolies will result in disaster for us consumers.

the way i see it sooner or later pakistan telecom moderators hav to start thinking out of the box and start adopting a much broader and open policy towards voip as u simply just cant shy away from wat the future beholds, as in the case of voip…in the west voip is not just a mean of communications but it has so many added benefits attached globally i.e health care,distant education ,economy,defense etc etc….so u simply cant always charge/overcharge people the extra buck for services that are important to masses…and lastly as for grey traffic ppl i think they also pay taxes when they use or buy gsm minutes to terminate international traffic…ever wonder why the quarterly profits for all telcos increase,ARPU increase and the 19.5% fed tax going in the govt kitty….so dont worry the govt and telcos are not losing anything infact the telcos are also getting their share of the ich agreement besides increased revenues
