Pakistan Telecommunication Authority is now seeking help from community in identifying grey telephony.
Authority has said that it has taken numerous measures to curb the illegal international traffic that lands into Pakistan bypassing the legal routes. This illegal international incoming traffic is incurring huge financial loses to the government (and operators) because these illegal calls are not taxed.
How to Identify an Illegal International Call
We have a detailed article here, explaining that how illegal international calls reach Pakistan. However, in simpler words, If you get an International Call with Local Mobile/PTCL number, be informed that this is an illegal call.
How to Report Illegal International Calls
If you receive any international call with local (mobile/landline/WLL etc.) number appearing on your phone please report that incoming number to following 24/7 PTA Call Center contacts:
- Short Code: 8866 (Mobile phone subscribers can send suspected number to this short code through free SMS)
- Toll Free No: 0800 55055
- Landline number: 051 9207059
PTA said that these communication channels will be open round the clock for public to register complaints regarding illegal international traffic.
On a related note, PTA should also listen to consumer complaints concerning low-quality of service from local operators with same passion. There are countless telecom customers who are mishandled by local telecom operators since there’s no one from regulator to listen.

Sorry to say, but I am with Govt. in this. These calls are of not good quality. And it’s hard to get in connect with people in this system.
And 1 thing more that the price of the call will remain same both the ways. Only the people in between are earning from this. . . .
You do not understand the fact. Whenever I called my family they always received a local number, this is a big loss to the caller and your country. Sometime they don’t hear me and me too can not hear them.. just losing my balance.

Don’t report it! Do you want to assist authorities in making it more costly for your loved ones to stay in touch with you, and that too for the sake of this law which has well passed its time?

Why we should’t report????actually we think for our selves only. if you people understand then you dont have to pay a tax to listn this call. the person calling from abroad have to pay that. and don’t you pay the other countries when you call from pakistan……………????????????

Question: Is it necessary to dial 111 or any prefix before the number to call illegally?? I mean is this also possible if someone calls from abroad by just dialing as +92346xxxxxxx ??? And is the caller aware that his call is being routed illegally???
Just a Question ! If Fake CLI @ last hop is sent ( for example using any arbitrary MSISDN ) then in case that innocent person will be in trouble ! because he actually didn’t terminate the call but his number was used..
I am of the view that these Looter Govts are themselves promoting illegal / grey telecom traffic by imposing cruel taxes on international calls. So, basically Govt is Itself comprised of Looters Mafia. One Looter is in search of Other Looter … LOL…
LDI Companies provide the solution for this problem but over government people do not accept it including PTA. PTA should accept that this happened because of him.
just remove the reason for the issue.higher taxes… and problem will be resolved… I think pta will ban skype and viber etc too in whole pakistan to increase revenue. :p

but the whole world have moved to newer initiatives for revenues.
The whole world is using VoIP and it illegal in Pakistan, how innovative.
They are declaring it illegal just to earn easy money!
If you follow the path you will notice every one is paying for the service one way or another even for VoIP, its just a different segment of business, and only the one with better service/price is going to win.

VoIP is not illegal in Pakistan. Wrong use of it is illegal. Register your VoIP services and you can do start a legal business.
i was trying to report complaint but nobody bother to attend the number 0800 55055 from the last day(from 03-09-2014 to 04-09-2014). PTA dont have interest in such matters this is only publicity and to show their efficiency only on papers.
