New Committee Formed to Evaluate Chances of 4G Spectrum Auction

The 3rd meeting of the Advisory Committee for the Auction of unsold Next Generation Mobile Services (NGMS) Spectrum was held on 21st February, 2017 (today) under the chairpersonship of the Minister of State for IT Mrs. Anusha Rehman.

Chairman PTA, who is part of the advisory committee, briefed the Advisory committee regarding different recommendations and suggestions mentioned in consultant report as well as internal PTA analysis on global price benchmark.

The committee unanimously decided to have further comparative study of benchmarking from local and regional telecom markets. Therefore, a sub-committee headed by Chairman PTA was constituted.

This sub-committee will analyze the regional and global markets, which have gone through spectrum auction in recent past and on the basis of their comparative study, the sub-committee will submit its report to the main spectrum advisory committee for consideration and further necessary action.

Mrs. Anusha Rehman stressed the need for early completion of comparative analysis so that process of spectrum auction could be completed.

She further said that it is the utmost priority of the government to ensure that the upcoming spectrum auction is done in a transparent, competitive and an efficient manner as usual, to achieve optimum benefits for Pakistanis, comprising of some 60% thriving youth population.

MoS IT reiterated the resolve of the Government that to maintain focus on accelerated digitization through proliferation of broadband, auction of frequency spectrum will infuse more energy and will provide a new boost to the telecom activities.

The meeting was attended by Secretary IT Mr. Rizwan Bashir Khan, Chairman PTA Syed Ismail Shah, the members of Advisory Committee, senior officials of Ministry of IT & Telecom, Ministry of Finance, Ministry of Law & Justice, PTA and FAB.


  • Need of spectrum in market is definitely there. Ufone needs 4G license and Zong is also eying on further spectrum due to congestion on its 4G network because of MBB devices.
    They should have to made low base price this time as per global trend.

    • But I doubt that Ufone will or can buy 4g spectrum…. ro ro k to wo bechare apna 5mhz k 3g ka udhar utar rahe hein.. unless someone bails them out.. it’s likely that Zong will buy it

      • Sale of Ufone is not easy. Although we all want see it being sold like Warid but legally its not possible.
        PTCL (PTCL+Ufone) is a combine property of Etisalat UAE and Govt of Pak with 26% and 74% shares respectively. Etisalat has administrative power given by Govt, but it doesn’t mean they can merge some of the property (Ufone) with any 3rd party (Zong). Now suppose If Etisalat sale its shares to any other party like Zong (which they officially denied few months ago), even they cannot merge it with them without approval of Govt of Pakistan, which is unlikely to be given. So it is safe to say that Even Telenor, Zong or even Jazz could have been sold and merged but not Ufone. It may improve in future and it may become more shitt than now, but it will remain as part of PTCL untill Govt of Pakistan decide to privitize all of PTCL to Zong, Etisalat or any other. So Keep Calm and Enjoy Ufone.

        And ohhh Zong is now interested to buy Telenor completely or partially to improve its voice revenue and to compete Jazz. But Telenor is not giving any lift to them.

        • So technically you mean Zong is ready to buy Ufone, PTCL and Telenor too? Dear lord these Chinese are going to own everything in Pakistan. :/

          • You understand completely wrong. Etisalat is not selling its stake in PTCL nor Zong is willing to buy because it will give them no benefits due to no merger restriction. And Zong is willing to buy Telenor but Telenor is not for sale, and why would they when they are bigger and more profitable company than Zong?
            So in long run Chinese will remain on 3rd spot atleast for couple of years.

    • With current rate of taxes in telecom sector even existing players are reluctant to made further investment in Pakistan, forget outsiders.

    • Bhai GB ki govt alag hai. Apki govt licence de gi tab aye ga 3G 4G. I feel very bad mere kashmiri bhai ko facility nai mil rahi. Kashmir is in our heart.i think apki govt alag hai wo delay kar rahi hai. Kio ka aplog pakistan ka constitution ko nai mante. So delay apki govt kar rahi hai

  • They need competition. Wo nai hoga to kuch nai hoga inka. :P And jab bhi koi company ati, ye aik doosray k sath partnership karletay -_- And phir dono companies ban jati ghatiya service provide karnay wali. That’s what I at least see happening.
