Government Looking for New Chairman PTA

The government has constituted a four member committee to be headed by Interior Minister Ahsan Iqbal to decide the fate of Chairman Pakistan Telecommunication Authority (PTA) Dr Syed Ismail Shah and Member (Finance) Tariq Sultan to continue for the next term.

Chairman PTA is going to complete his four year term on November 13, while Member Finance has already completed his four year tenure on September 26, 2017. The first tenure of four years of Member Enforcement Abdul Samad would be completed in June 2018.

The committee is comprised of Secretary Information Technology, Additional Secretary Law Division, Additional Secretary Establishment Division, Additional Secretary Cabinet Division while it was chaired by the Interior Minister.

As per the rules, all members of the authority will be appointed for a term of four years and will be eligible for re-appointment for a similar term with the approval of Prime Minister, provided the performance of the chairman/members is found satisfactory by the committee.

Federal government will appoint a Chairman of the authorities from amongst the member(s) with the approval of Prime Minster.

Dr. Syed Ismail Shah was initially appointed Member (Technical) and given acting charge of the Chairman PTA. He has an Engineering Bachelors from Pakistan and Ph.D in Electrical Engineering from University of Pittsburgh , PA , USA . He brings with him rich experience of both private and government sector.

Tariq Sultan has also remained Director General (DG) and DG (Revenue Assurance) in PTA for several years. He holds MBA from IBA Karachi, Masters in Accounting and Finance from Manchester University and CIMA from Canada .

During his tenure PTA witnessed a revolutionary period as all major developments occurred during this time including 3G/4G spectrum auction, Cyber crime Law, controlling grey traffic, ban and reopening of Youtube, Biometric Verification of SIMs, Telecom Policy, draft Digital Pakistan Policy, a merger of operators etc.

Ismail Shah ranks among Asia’s most renowned telecom professionals, with expertise and experience spanning 2G, 3G, 4G and 5G technologies. This has been recognized by the GSMA in the shape of the Spectrum for Mobile Broadband Award 2015 given to Pakistan .

He has also been elected as the Vice-President of the General Assembly of the Asia Pacific Telecommunity (APT), and over the years, has been a keynote speaker and a sought-after panelist on major global events like the ITU Telecom World Forum 2014 and MENA Spectrum Management Conference, sharing his insights on spectrum management, technical capacity-building, regulations, broadband policy, and the proliferation of digital services and applications.


  • Amir bhai can’t agree more with you as you will not find a more honest and capable person than Dr. Ismail. He did a good job in the last 3-4 years taking the telecom industry out of trouble. It will be sad to see if the government decides to play games by putting some patwari in his place.

    • Cut them some slack. Noon leage is bad, but not that bad. They kept him in place instead of filling the slot with patwari. Why would they do that now? Unlike PPP, PMLN does not gift highly technical positions to patwaris.

    • Try to overcome your PMLN phobia, this was PMLN which appointed him as Chairman PTA, do not speculate and defame a party but appreciate what it did in past appointing him as chairman.

  • No doubt Dr. Ismail Shah is one of the most professional, humble, capable and high achieving people that I have known in my many years in the Telecom and IT business. It will be a tragedy for Pakistan if they think of not giving him a second term. He is an exceptional human being.

    • Reportedly, plmn is looking for more aggressive chairman. They want to put a cap on social media now and Dr. Ismail is misfit for such a scenario.

      • Aamir, try to rein in your PTI styled “home made news” cooking.

        If I agree with you then did Absar Alam successfully control electronic media? Did even genuine complaints against TV channels got justice from courts of Pakistan ? Govt. could not control TV channels even when worst propaganda by PTI backed channels is aggressively being conducted. Same will be the case if govt. tries to control (which it won’t as it didn’t in last four years) , one petition in SC and “justice” will be served.

        I will welcome you to find what CASE Islamabad faculty has been doing (Dr. Ismail has been part of CASE faculty), how exam papers were marked unofficially by CASE though UET Taxila never allowed CASE officially (a private arrangement). If you really believe in investigative journalism (you aren’t a journalist I know) then role of Dr. Sohail Naqvi and Dr. Mukhtar of HEC will also be exposed in practices by CASE.

    • Pull up his accolades and achievements; his CV alone is longer than your spam combined.

      • Try to find what CASE Islamabad’s faculty (he was once part of) has been doing distributing degrees among army officers and how, marking exam papers in unofficial capacity it was never authorized to do (but UET Taxila management unofficially allowed it to do though).

        This guy was part of that faculty. CV might matter to you, character matters to others.

  • The function of thr PTA should only be to see that cell phone companies not overcharging and registering new ones.End regulating, monitoring and censoring the Internet, because that is a clear violation of privacy laws ans huma rights. The government along with the PTA can be sued. Pakistan is not a dictatirdhip, it is a democracy
