The government has decided to provide access of the taxpayer’s database of the Federal Board of Revenue (FBR) to the National Database and Registration Authority (NADRA) to register rich people operating out of the tax net and those involved in the concealment of income and assets.
The FBR has drafted the Tax Laws (Third) Amendment Ordinance, 2021 to give access to the FBR database to the NADRA. The Ordinance will be promulgated by the President of Pakistan within the next few days.

The income tax returns and wealth statements of the taxpayers are confidential under the Income Tax Ordinance 2001. The powers of the NADRA to have real-time access to information and the databases of the FBR will be ensured through the Tax Laws (Third) Amendment Ordinance, 2021. The NADRA will use the FBR database and its one information to check potential person’s expenditure for registration and bringing them into the documented regime.
The NADRA will also be authorized to issue notices, intimations, or emails to potential taxpayers or non-filers to share their actual expenditures, wealth, assets, and income for the payment of due taxes and file returns.
The existing taxpayers and filers involved in the concealment of income and assets will also be picked under the exercise.

Presently, Section (175A) of the Income Tax Ordinance 2001 deals with real-time access to information and databases. Under it, arrangements will be made to provide real-time access of information and database to the FBR in the prescribed form and manner by the NADRA; the Federal Investigation Agency (FIA), the Bureau of Emigration and Overseas Employment; Islamabad Capital Territory and provincial and local land record and development authorities; all electricity suppliers and gas transmission and distribution companies.
