The Prime Minister has formed a policy committee to promote local manufacture and early adoption of Electric Vehicles (EVs) including New Energy Vehicles (NEVs) in the interest of a sustainable transport system in Pakistan.
The steering committee will also work to promote energy efficiency and transition to cleaner technologies in the automotive sector.
The committee will comprise the Federal Minister for Industries and Production, the Federal Minister for Finance and Revenue, the Federal Minister for Power, Federal Minister for Petroleum, the Coordinator to the PM for Climate Change and Environmental Coordination, the Governor State Bank of Pakistan, Secretary Ministry of Industries and Production, Chairman Federal Board of Revenue, Chairman Pakistan Banks Association, and any other coopted member.
TORs
The specific terms of reference of the committee shall be as under:
- To steer and guide the development of a comprehensive policy for promoting local manufacture and early adoption of Electrical Vehicles (EV) including New Energy Vehicles in Pakistan in view of international comparative practice and local requirements;
- To develop a nationwide plan for quick deployment of an appropriate number of charging stations, including fast-charging infrastructure, at selected locations on highways and urban centers with the support of OMCS and NHA to enable the use of existing EV for inter-city and intra-city transportation;
- Oversee the replacement of conventional vehicles with EVs in the Federal Government;
- Recommend appropriate tariff structure for the charging stations as well as a robust tariff and duty structure for early adaption and local manufacturing of EVs;
- Give specific recommendations to align national climate change goals, focusing on reducing carbon emissions and promoting clean energy use in the transportation sector;
- Promote public awareness campaigns on the benefits of EVs, their environmental impact, and long-term cost savings;
- Develop a comprehensive financial structure for demand incentivization through grants provided in the federal budget; and liaise with the provincial governments, government of GB and AJK to seek their support and developing synergies in the above respect.
The Steering Committee shall regularly update the Prime Minister on the above aspects.
Ministry of Industries and Production to notify the steering committee, organize periodic meetings for information of the PM and provide secretarial support.
The committee shall submit its final recommendations to the PM by the end of November.
