Federal Government to Lose Some Control Over CDA Affairs

The federal government is preparing to relinquish some of its authority over the Capital Development Authority (CDA) and transfer key powers to the Ministry of Interior through amendments to the CDA Ordinance of 1960. These amendments aim to streamline decision-making processes and give the ministry greater control over financial and developmental matters in Islamabad.

The CDA and the Interior Ministry have already submitted a formal case for these changes. The proposed amendments cover borrowing powers, execution of development schemes, fund management, and budget approval, all of which currently require federal government oversight. If passed, these responsibilities will shift to the Ministry of Interior.

One of the key proposals is to allow the CDA to issue bonds and raise funds with the approval of the Ministry of Interior rather than the federal government. Similarly, the CDA’s budget, which is currently subject to federal government approval, would instead be handled by the ministry.

Another significant change is in the appointment of auditors for CDA’s accounts. Under the new amendments, the ministry, in consultation with the Auditor General of Pakistan, will appoint auditors, further reducing the federal government’s involvement.

The amendments, which include replacing references to the federal government with the administrative ministry in several sections of the ordinance, have been approved by the CDA board and will soon be submitted to the law ministry for parliamentary review. This shift aims to reduce delays and improve the efficiency of decision-making.
