The Pakistan Telecommunication Authority’s (PTA) annual cybersecurity report highlights a sharp rise in cyber-attacks against Pakistan’s digital infrastructure throughout 2023.
The report identifies a range of threats impacting the country’s digital landscape, including phishing, malware, Distributed Denial of Service (DDoS), ransomware, and insider threats.
The report details specific attack figures for the year, with Pakistan’s telecom sector being hit by 720 malware attacks alone. Additionally, the digital sector experienced 550 phishing attacks, 300 DDoS incidents, 200 ransomware intrusions, and 150 insider threats, according to the PTA. These attacks signal an urgent need for proactive countermeasures to safeguard Pakistan’s growing digital economy and protect users’ data and critical information.
A particular area of concern highlighted in the report is the activity of Advanced Persistent Threats (APT) groups, representing the most sophisticated and dangerous cyber adversaries. APT groups employ advanced capabilities and continuously evolve their attack methods, often staying ahead of conventional cybersecurity defenses. These threat actors target high-value sectors and leverage geopolitical motivations, making them difficult to counter and posing a persistent risk to national security.
Among the major APT groups targeting Pakistan in 2023 are Gamaredon, Donot, Sidewinder, and Lazarus. These groups have been found to focus on government-related organizations, internet infrastructure, and healthcare entities, exploiting vulnerabilities within these critical sectors. The report indicates that geopolitical dynamics influence these APT groups’ objectives, with attackers seeking sensitive information and aiming to disrupt operations within Pakistan’s essential services.
The telecom sector in Pakistan saw considerable APT activity, with 20 attacks attributed to Gamaredon, 14 from Donot, 13 from Bitter, and 8 each from Kimsuky and Lazarus. Sidewinder accounted for 7 attacks, along with 17 incidents from various other APTs. The PTA report suggests these figures are indicative of a rising trend and points to the need for enhanced cybersecurity measures across public and private sectors to mitigate future risks.
