Kuwait has mandated the use of fingerprint attendance systems for workers on government projects to enhance efficiency and transparency.
The requirement, announced in a recent circular by the Central Agency for Public Tenders (CAPT), is effective immediately and aims to expedite the completion of major infrastructure projects while ensuring accountability. This move reflects Kuwait’s commitment to streamlining project execution and improving workforce management.
Labor Reforms and Worker Mobility
This initiative aligns with Kuwait’s broader labor reforms. Recently, expatriates employed under government contracts were granted the ability to transfer their labor permits under specific conditions. These include:
- Completing at least one year of service.
- Submitting a termination report from the project owner or contracting agency.
- Paying a KD 350 transfer fee with the employer’s approval.
Commitment to Workforce Regulation
Home to 4.9 million residents, the majority of whom are expatriates, Kuwait has introduced several measures in recent months to enhance labor mobility. These efforts reflect a balanced approach to workforce regulation, promoting flexibility for workers while ensuring accountability.
Implementation of Fingerprint Systems
The directive requires all ministries and government institutions to include provisions in their contracts mandating the use of advanced fingerprint attendance systems at construction sites. These systems must be tailored to the scale of the project and the size of the workforce.
CAPT has also tasked government agencies with monitoring compliance to ensure the effective implementation of the directive and the timely completion of critical national projects.
