Kuwait has officially opened its doors to visitors from around the globe, welcoming individuals who comply with the rules and regulations established by the Ministries of Interior and Foreign Affairs.
Brigadier Hamad Al-Ruwaih, Director of the Special Services Department in the Residency Affairs Sector at the Ministry of Interior (MoI), highlighted this new openness, stating: “Kuwait is now open to anyone wishing to visit, which was not the case in the past. Today, we welcome the world, and anyone can apply for a visa, whether for tourism or to join family members. This is facilitated under the conditions set for visiting or family reunification.”

Streamlined Visa Processes
Under the new residence law, the visa process for tourism, business, and family visits has been simplified, making entry to Kuwait more accessible. However, Brigadier Al-Ruwaih clarified that citizens of Israel remain banned from entering Kuwait.
The Department of Special Services also handles diplomatic transactions for embassies and government visas. These transactions follow international agreements and are subject to specific fees.
Visa Application Process
Eligible applicants can submit visa requests online through the government’s ‘Sahel’ application or a dedicated platform, with processing times ranging from one minute to a maximum of 24 hours, depending on the security clearance required. Tourists and professionals residing in Gulf countries can also obtain visas at border ports, covering themselves and their families. Additionally, citizens of 52 countries are eligible for visas on arrival at Kuwait’s airports.
Improved Compliance and Penalties
Brigadier Al-Ruwaih emphasized that the new residence law has reduced violations and improved compliance with residency regulations. He explained that previously, breaches led to fines and deportations, but the introduction of tourist, business, and family visas has helped regulate entry and stay. Violators now face hefty penalties, including deportation and permanent bans from re-entry into Kuwait.
Starting January 5, 2023, stricter fines for visa violations have been implemented to ensure adherence to the law. Brigadier Al-Ruwaih clarified, “The goal is not to collect fines but to encourage visitors and residents to respect and follow the rules.” Fines for non-compliance can reach up to KD2,000, with escalating penalties for delayed reporting of key events such as births.
For instance, failing to report a newborn previously incurred a KD2-per-day fine, capped at KD600. Under the new regulations, the fine starts at KD2 per day for the first month, increases to KD4 per day in the second month, and continues to escalate if the delay exceeds four months. Violations related to domestic labor remain capped at KD600.
