Punjab Govt Suggested to Impose Water Emergency

The Lahore High Court has once again recommended that the Punjab government impose a water emergency across the province. The court also suggested imposing fines ranging from Rs. 100,000 to Rs. 500,000 on housing societies found wasting water.

Justice Shahid Karim of the Lahore High Court made these remarks while hearing petitions, including one filed by citizen Haroon Farooq, regarding smog and environmental pollution. During the hearing, several government departments submitted their reports.

The court expressed concern over the worsening water crisis in Cholistan and urged the government to immediately enforce a water emergency. “Running ads in newspapers only benefits the publishers; what we need is a crackdown on water wastage,” the judge remarked.

Justice Karim further stated that large housing societies should be given final warnings regarding water use. “If cars are seen being washed with hoses, seal that society,” he ordered. The court recommended a fine of Rs. 100,000 for the first violation and Rs. 500,000 for the second, with the possibility of suspending the management committee for repeated offenses.

The judge emphasized the urgency, noting, “Lahore’s water table was dropping rapidly. We worked hard to stop that decline—we must not let that effort go to waste. The climate is finally changing after a long time. Water recycling plants must be installed in large buildings to conserve water—not just for us, but for our future generations.”

He also stressed the need to impose a water emergency in rural areas, warning that without the monsoon, the country would face famine-like conditions.

The court instructed the Director General of PDMA to formally notify relevant institutions about the water emergency, adding, “If they fail to act, come directly to me.”

Lastly, the Lahore High Court recommended heavy fines instead of FIRs for traffic violations and adjourned further proceedings until next week.

It would be very beneficial especially in cities where water level is depleting at an exponential rate. Ground water recharge systems should be installed at various points of the city to not only control the depletion rate, it can also increase the underground water level.
