Sindh to Improve Road Safety With a New Demerit Points System and Stricter Traffic Regulations

To improve road safety and ensure stricter traffic regulation, Sindh Police and the Transport Department have introduced amendments to the Sindh Provincial Motor Vehicles Ordinance 1965. These reforms are designed to promote responsible driving, enhance accountability, and incorporate modern technology into traffic enforcement.

Demerit Points System

One of the most impactful changes is a new 30-point demerit system, where drivers will accumulate points for each traffic violation. Repeated violations can lead to license suspension or cancellation. This system is aimed at making drivers more responsible and ensuring long-term compliance with traffic laws.

Faceless Ticketing System

To modernize traffic law enforcement, a faceless ticketing system is being rolled out. This system utilizes ANPR (Automatic Number Plate Recognition) and speed cameras to issue electronic challans without any direct roadside interaction. Drivers will receive discounts for timely payments, but will also get penalties for delays.

Mandatory Vehicle Tracking Devices

Another key proposal is the mandatory installation of vehicle tracking devices, including dash cams and cabin cameras. These devices will record driving behavior and monitor vehicle activity. Drivers will be responsible for ensuring these devices are properly installed and maintained. Any tampering or failure to install them will result in fines.

Strict Penalties

The enforcement of these changes will be strict. If a challan is not paid within 21 days, the fine will double, and points will be added to the driver’s record. If payments are delayed further, license suspension may occur after three months. A six-month delay in payment could lead to a CNIC blockage, affecting access to essential government services such as passport issuance, vehicle registration, and banking services.
