Sindh Unveils New Policy for Teachers’ Appointments, Transfers

The College Education Department Sindh has launched a new policy to streamline the appointment and transfer of teachers across the province, effective immediately.

Under the new rules, teachers in BS-17 and above can be transferred anywhere in Sindh if there’s an urgent need or administrative reason, as long as there are budget-approved vacancies.

Each college must now have at least one teacher for every subject where students are enrolled. Colleges with too few teachers will get new hires, while those with extra staff will see teachers moved to where they’re needed, based on student-teacher ratios.

The policy removes domicile restrictions for transfers, meaning teachers can be posted outside their home districts if required, especially for subjects not in demand locally.

However, initial appointments will still prioritize local domiciles for convenience. Starting from the 2025–26 academic year, transfer requests will only be accepted during summer and winter breaks to avoid classroom disruptions, though emergencies with solid reasons may be considered.

Transfers between male and female colleges are rare and only happen when essential. The policy seeks fair teacher distribution across Sindh.
